Duties

The successful candidate will perform the full range of Management and Program Analyst duties.

Such duties may include but are not limited to:

  • Performs analytical and evaluative work in support of office programs, management systems, and processes impacting one or more of the following functional areas: budget execution, contract administration, resource utilization, performance management and internal controls, program evaluation, human capital, correspondence management, records management, information collections, space management, and general administrative operations.
  • Leads efforts to develop policies and procedures and implement process improvements to enhance the efficiency and effectiveness of office operations.
  • Provides advice and recommendations to office management in their assigned functional areas.
  • Provides leadership and training for the development, implementation, and coordination of administrative policies, procedures, practices, and standards pertaining to the incumbent's functional areas.
  • Analyzes processes, including analysis of business process workflows and roles and responsibilities, and determines areas for improvement.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

GG-11 SPECIALIZED EXPERIENCE:You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this grade level includes: Experience in analyzing an organization's programmatic issues, data, and information; highlighting issues and problems; developing alternatives; and recommending solutions to management. Experience in performing assignments that have required the ability to identify issues and problems. Skill in communicating issues and policies with diverse groups in verbal and written form. Skill in interacting effectively with management and staff, coworkers, and personnel of other offices.

GG-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this grade level includes: Demonstrated detailed experience in analyzing a organization's programmatic issues, data, and information; highlighting issues and problems; developing alternatives; and recommending solutions to management. Demonstrated detailed experience in managing a tight deadline workload, evaluating priorities, and making transitions frequently between dissimilar projects with minimal supervision. Extensive experience in performing assignments that have required the ability to identify issues and problems. Demonstrated experience in using written and oral communication skills to effectively communicate complex issues and policies. Superior skill in interacting effectively with management and staff, coworkers, and personnel of other offices.

GG-13 SPECIALIZED EXPERIENCE:

The ideal candidate will be able to demonstrate the following:
1. Knowledge of the principles and theories of management analysis or program analysis sufficient to perform analyses, evaluations, and studies of programs or processes and reach definite conclusions and recommendations that will lead to management decisions, improvement, efficiencies, and better understanding and documentation of programs or processes.

2. Experience, training, and/or knowledge of the Federal and/or NRC budget process, sufficient to represent the Office at budget-related meetings.

3. Experience, training, and/or knowledge of Federal and/or NRC human resources laws, regulations, policies and procedures.

4. Demonstrated skill with software applications, information systems, and the internet and NRC intranet (including ADAMS and SharePoint).

5. Demonstrated ability to establish and maintain effective working relationships with all levels of management and staff.

Education

In lieu of specialized experience, you may qualify with the following education:

  • Successful completion of a Ph.D. or equivalent doctoral degree
OR
  • Successful completion of three full years of progressively higher level graduate education leading to such a degree
OR
  • Possession of an LL.M. that is related to this position being filled.
OR
  • A combination of specialized experience and graduate education as described above that equates to one year of experience.
