Duties
Develops procedures, systems, and methods on a variety of management functions and activities in one or more of the following areas - organizational planning and development, staffing utilization, productivity, work improvement and work methods, work measurement and staffing standards development, delegation of authority, goals and objectives, and/or information management.
Analyzes assigned Freedom of Information Act (FOIA) requests for completeness and determine which facilities/offices hold responsive records
Reviews records, makes FOIA exemption determinations, calculates fees, prepares and finalizes responses to complex FOIA requests in a timely manner.
Analyzes and applies FOIA provisions and makes disclosure recommendations consistent with applicable exemptions or review appropriateness of redactions made by others.
Reviews and interprets laws, rules, and regulations. Coordinates with legal and other subject matter experts to fulfill requests. Provides information and advice to both internal and external customers.
Maintains frequent contact with internal and external customers on routine matters such as gathering information, explaining FOIA law, discussing concerns, and explaining the status of assignments.
Tracks and analyzes data to ensure compliance with existing policies and procedures, and develops reports supporting management initiatives.
Provides supporting rationale on the establishment or clarification of objectives. Ensures that plans are consistent with program guidance. Analyzes plans for programs under the organization's cognizance and recommends changes, as necessary, to ensure that comprehensive plans are kept current and reflect policies, priorities, goals and objectives of the organization.
Conducts analyses in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such reviews, and discusses recommended courses of action with program managers to resolve major problem areas. These recommendations include but are not limited programmatic interfaces and impact of not meeting goals and objectives.
Develops recommendations based on management studies and surveys, and discusses recommended courses of action with program managers to resolve problem areas. Reviews and analyzes new and proposed regulations to determine impact on program operations and management. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources, developing quarterly/annual/interim reports as required.
Established policies/procedures provide guidance for most assignments, but allow some discretion to select the most appropriate approach. Typically receives guidance on selecting approach from a manager, project/program manager, team leader, or more experienced professional. Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable.

Qualifications
To qualify for the FG-12, you must demonstrate in our application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-11 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized experience will include experience with organizational or project teams to accomplish program objectives; and experience knowing, using, and calling upon available resources to best meet stakeholder needs.
