Summary

The System Tools & Information Management (STIM) Branch is a multi-disciplinary team of FAA employees and contractors responsible for mission-enabling, innovative technology such as Big Data, Data Science, Advanced Technologies (e.g., autonomous systems, robotic systems, data streaming), Cyber Security, Mobile Technologies, Process Engineering, Advanced Analytics (e.g. artificial intelligence, machine learning) and Human Factors to name a few.

Duties

Under minimal direction from the Branch Manager, the incumbent will serve as a Technology Project Manager TEAM LEAD in the System Tools and Information (STIM) Branch (AFB-260) of Flight Standards Service (FS).

The incumbent will:
Apply experience, expert knowledge, understanding of business value and leadership of: data management (principles,procedures, tools, modeling), technology, data science, autonomous systems, mobile technologies, information, science, human-machine interface, cyber-security (methods, tools, procedures, technology, threats), integrating (interfacing, collecting, connecting, sharing), artificial intelligence, a wide range of qualitative and quantitative methods; in support of: planning, development and execution of STIM programs.

Provide expert advice, guidance, recommendations and briefings using oral and written communication techniques to ensure understanding complex/controversial issues and success of technology projects and services to senior executives and all levels of management and other technical specialists on significant issues or that significantly influence important FS/AVS/Agency technology policies and problems.

Designs and conducts comprehensive management, business, programmatic, and analytical functions to support FS, Aviation Safety (AVS) and the Federal Aviation Administration (FAA). Provide team leadership across projects and initiatives under the responsibility of the STIM Branch and may provide feedback on lower-level employees performance to the branch manager. Provides guidance to lower-level staff to address diverse, complex issues impacting the aviation/transportation industry.

Support and foster the success and leadership of other project/program managers and lower-level employees to take responsibility for increasingly complex and larger projects. Participate and support an internal governance structure, policies and processes, and automated tools and templates to support technology and non-technology investment planning, financial management, portfolio and performance management. This governance will include executive oversight, support prioritizing mission value of investment requests, and allow FS to direct critical program and business processes pro-actively.

Provide critical thinking, innovation, forecasting, effective and timely communication on assigned programs and projects. Actively use and take initiative to use critical thinking, consistency and interdependence to coordinate with Senior Executive Leadership, Management, and cross-Line of Business, cross-Agency, employees and with industry personnel.

Engage with necessary lines of business (LOBs), gather FS/AVS/FAA/Department concerns/issues, consult and brief all levels of management and other LOBs on issues to ensure that projects stay on track to meet objectives and deadlines.
Play a lead role drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Undertake extensive analysis to conduct studies and prepare reports addressing complex transportation industry problems and the technology capabilities necessary for FS/AVS/FAA to complete their safety mission.

Works with communities of interest involved in the development and implementation of workable approaches to new technologies, entrants into the NAS and Unmanned Traffic Management Systems, architecture, capital investment planning, e-Government and other technology and cyber-security legislative and policy initiatives.

Engage with contacts internal and external to the agency. Often represents FAA as a senior point of contact on projects, programs and other work activities. Communicates results to all levels  internally (Agency, across and within an LOB/SO) and externally.

Incumbent accomplishes other duties assigned.

Qualifications

Specialized Experience: To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to at least the next lower grade level FV-I (or FG/GS-13). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

Specialized experience is applying knowledge and experience working across functional and/or organizational lines; designing and recommending solutions to problems; preparing and reviewing reports; analyzing and assembling information and data to be used for briefings.
