Conditions of employment

Basic Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE REQUIREMENTS:
To qualify for at the GS-13:Applicants must have one year (52 weeks) of specialized experience at the GS-12 grade level or equivalent pay band in the Federal service. Your resume must show demonstrated experience in at least 3 of the 4 listed below:
- Planning, developing, and implementing maintenance and construction programs, financial management and/or workload priorities.
- Leading project teams to identify workload factors, achievable performance standards.
- Managing training programs which include maintaining training records, establishing training plans, tracking progress and identifying deficiencies.
- Applying workload planning practices and associated resourcing that impact the operation and reliability of transmission system projects.
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

PHYSICAL DEMANDS: The work is sedentary with occasional standing, bending but may require some walking in offices, production areas, utility plants, facilities, and work areas. Employees may carry light items such as laptops, briefcases, notebooks, and work papers. The work does not require any special physical effort or ability.
WORK ENVIRONMENT: Work environment is an office setting, but some projects may include travel to field offices, work sites, other regional offices or headquarters.
