Summary

This position is assigned to the Non-Appropriated Fund NAF Systems (N6Q) supporting Fleet & Family Readiness (N9); Commander, Navy Installations Command (CNIC). Incumbent serves as a Management and Program Analyst (Contracts) responsible for providing support in procurement actions to meet requirements within the NAF Systems (N6Q). This position involves the development, execution, and monitoring of procurements to ensure efficient and effective utilization of resources across NAF Systems (N6Q).

Duties

Duties include but are not limited to:

  • Provides contract and procurement policy/program management expertise including resource planning and development for the NAF Systems Branch to ensure a high quality, flexible, support program of IT services.
  • Develops, receives, reviews, processes and monitors procurement packages for IT initiatives in a timely manner as prescribed in support of the CNIC Fleet and Family Readiness (FFR) mission, vision, strategies and goals.
  • Conducts market research for cost and price analysis of supplies and services; develops Independent Government Cost Estimates (IGCE).
  • Determines best methods of procurement and compliance with applicable procurement regulations, policies and directives.
  • Works with Program Managers and Subject Matter Experts to draft and/or revise technically sound and accurate Performance Work Statements and communicates status of procurement packages to requestor as required.
  • Analyzes, evaluates and advises management on the effectiveness of line programs and/or the efficiency of the management of assigned programs.
  • Performs analysis, evaluation and advisory assignments related to the effectiveness of line programs and/or the efficiency of the management of operating programs.
  • Performs business analysis functions in assigned areas.
  • Conducts detailed analyses of complex functions and work processes of procurement actions and makes recommendations for improvement in effectiveness and efficiency.
  • Analyzes and evaluates approaches and outcomes to identify and resolve issues and problems.
  • Functions as COR (Contracting Officer Representative), or Assistant Contracting Officer Representative (ACOR) or Technical Advisor (TA) for various contracts. Performs as liaison between Contracting Officer, Contractors, and staff during and after the procurement process.
  • Advises staff on methods, procedures, and control techniques necessary for contract management.
  • Prepares information and position papers, briefing statements and verbal reports to present to higher authority.
  • Develops detailed and specialized charts, graphs, slides, and indices to be used for briefings, presentations, and publications.
  • Coordinates the movement of equipment, and supplies to and from cost centers, general ledger codes, naval installations, and other locations.
  • Conducts NAF purchase credit cardholder actions as directed by Authorizing Official in accordance with NAF procurement standard operating procedures.
  • Prepare and submit Information Technology Purchase Request (ITPR) using Navy mandated ITPR system and process for IT purchases.

Qualifications

A qualified candidate must possess the following:

  • 4 years of specialized experience analyzing or developing processes and procedures of procurement or contracting to ensure effective utilization of resources in support of IT services.
  • Knowledge of DoD, NAF and departmental budget processes, policies, procedures, and regulations.
  • Knowledge of DoD and agency regulations of the specific organization's programs and missions.
  • Knowledge of pertinent laws, regulations, and policies related to the program/operations area to consider their impact on programs.
  • Knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness, which have impact on NAF Systems Branch goals and objectives.
  • Knowledge of assigned organization and programs to analyze and evaluate the effects of continuing changes in program plans and funding on the accomplishment of the organization's manpower and program goals and objectives.
  • Knowledge of Non-Appropriated Fund (NAF) business management, contracting, and procurement processes.
  • Knowledge of current developments in industry and the purchasing field in order to provide expertise in all areas of NAF contracting.
  • Knowledge of FAR (Federal Acquisition Rules) within NAF procurement environments.
  • Knowledge of CNIC's organizational structure and mission(s) of organizations.
  • Skill in crafting contractually effective documents and agreements; presenting sensitive recommendations to higher authorities; and obtaining concurrence for recommended approaches to managing issues.
  • Skill in the use of Microsoft 365 programs (e.g., Word, Excel, Power Point, Outlook).
  • Skill in applying analytical and evaluative methods and techniques in the development of new procedures and approaches to identify and resolve significant issues and problems of a unique nature.
  • Ability to make effective presentations to both senior and subordinate staff levels and represent CNIC on a variety of issues in a variety of forums of a highly technical or general acquisition nature.
  • Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
  • Ability to develop and effectively deliver presentations, training, and recommendations at management briefings.
  • Ability to communicate effectively both orally and in writing.
