Duties

Management and Program Analysts in OSP serve as staff analysts, evaluators and advisors to management on the effectiveness and efficiency on how the Secret Service carries out assigned functions and responsibilities. They provide technical guidance and advice in one or more specialized program areas. These program areas include policy analysis and directives management, organizational development, records management, analytics, evaluation and governance strategy development, emerging capabilities, and program analysis and integration. The primary duty is to provide upper management with information for making decisions on administrative and programmatic aspects of Secret Service operations and Management. Policy analysts perform the following duties:

  • Analyzing and evaluating the effectiveness and efficiency of program operations in meeting Secret Service goals and objectives.
  • Advising on the potential benefits/uses or automation to improve the efficiency of administrative support or program operations.
  • Evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, form, files, and documentation.
  • Researching and investigating new or improved business and management practices for potential application to Secret Service programs or operations.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation

Qualifications

Qualifications required:
  1. Skill in written communications to author technical policy documents or make changes in technical
    material, present necessary regulatory information in a manner that is easily understood, and make
    recommendations to resolve problems.
  2. Ability in preparing project papers and reports and skill in organizing and delivering
    presentations to managers to encourage understanding and acceptance of findings and
    recommendations.
  3. Knowledge of the Secret Service's structure, mission, programs, and organizational relationships plus a basic knowledge of quantitative and qualitative methods and techniques to develop policy.

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
