Summary

This vacancy is for a Management and Program Analyst (Program Officer) in the Economic Development Administration within the Department of Commerce.

EDA is making these appointments pursuant to the hiring authority established by the Consolidated Appropriations Act, 2023, Pub. L. 117-328, 136 Stat. 4459, 5204 (Dec. 29, 2022).

Duties

This position is in the Economic Development Administration's Office of the Assistant Secretary (OAS), directly supporting one or multiple of EDA's National Programs.

As a Management and Program Analyst (Program Officer), you will:

  • Provide direct programmatic oversight and guidance to regional coalitions and consortia that have been selected for funding under one or more of EDA's National Programs;
  • Ensure National Program investments are on track to reach their key milestones while monitoring compliance and risk;
  • Collaborate with EDA Regional Office, Grant Management division, and other staff to provide best-in-class grant management support and customer service.
  • Coordinate across funded clusters to capture best practices in regional economic development and to facilitate peer learning and connection among grantee teams;
  • Engage policy experts, practitioners and federal partners in the field to advance the National Programs' learning agendas, deepen collective technical expertise, and help designees and recipients access additional funding opportunities;
  • Plan, develop, and manage communication strategies to grow awareness and support for EDA's National Programs; and
  • Lead ecosystem-building with policy experts, practitioners, and other funders focused on regional economic development in the United States.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

To qualify at the GS-12 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as experience:

  • Implementing, designing or researching economic development strategies or policies, with a focus on regional and/or placed-based initiatives
  • Drafting written materials (e.g., briefs, memos, decks) for leadership and external audiences detailing; and
  • Supporting outreach and engagement activities for regional development; and
  • Monitoring project execution identifying and resolving project risks, to include ensuring adherence to timelines, budgets, and deliverables

To qualify at the GS-13 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience:

  • Independently developing written materials (e.g., briefs, memos, decks) for leadership and external audiences; and
  • Identifying and engaging with diverse sets of stakeholders, across public, private, and civic spheres; and
  • Developing, monitoring and evaluating frameworks to oversee projects or a portfolio of investment; and
  • Leading management of complex, multi-stakeholder projects or programs, and
  • Researching, analyzing, and recommending economic development strategies or policies, with a focus on regional and/or place-based initiatives

The desired candidate will possess experience in: areas related to EDA's National Programs, such as economic development or competitiveness, technology innovation or commercialization, workforce development, national security, regional cluster management, entrepreneurship, capital investment and management, or philanthropy.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no positive education requirement for this position.

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility. Please note this position is being filled under the Consolidated Appropriations Act, 2023's Hiring Authority as an employee under the Excepted Service for a period not-to-exceed two (2) years.
