Summary

The Senate Sergeant at Arms is seeking a Manager of Program Management and Congressional Transition. Duties

Manages and coordinates SAA work plans and assigns projects, tasks, resources, deadlines, and priorities to staff. Provides oversight as liaison to other functional areas of the SAA and external parties for SAA, Senate and Congressional Transition matters, unique to the Senate office processes and experiences. Manages, Implements, interprets, and translates policies, standards, and procedures; administers departmental objectives, policies and procedures to ensure high levels of customer service. Communicates and collaborates with stakeholders to ensure quality and timely delivery of products/ services. Manages the annual budget, priorities, and practices through financial planning for the department. Monitors and supports special events and ad hoc projects. Designs, manages, and maintains SAA space assignments and floor plans. Other duties as assigned. Supports financial planning for the department by providing input for the annual budget. Monitors and supports special events and ad hoc projects by allocating manpower and resources. Participates in short and long-term planning efforts and capital improvement projects and provides strategic advice to leadership and subordinate managers. Advises on improvements for Congressional Transition which occurs every two years to ensure that our customers are receiving the best support. Coordinates with the Director on budget and expenditures; monitors vendor/contractor work. Other duties, as assigned.

  • Supports Continuity of Government functions.
  • Serves as the Acting Director in their absence.

Required Work Experience

  • Five (5) to eight (8) years of progressively responsible professional and supervisory experience with 1-3 years of Senate experience.

Required Special Skills/ Knowledge

  • Knowledge of, or ability to learn, applicable rules, regulations, procedures, and functions, including policies and regulation set by the Senate Committee on Rules and Administration, the Senate Committee on Ethics, Office of Congressional Workplace Rights, Architect of the Capitol and General Services Administration pertaining to facilities management.
  • Knowledge of principles, methods, and practices of project management, including project budgeting, scheduling, staffing, risk management and requirements analysis.
  • Knowledge of facilities maintenance practices, procedures, equipment, and process.
  • Knowledge of current occupational and environmental safety and health practices, programs, laws codes and standards.
  • Ability to lead the organization’s participation in high profile events to include running planning and after-action meetings, updating internal documents and training and developing new staff.
  • Ability to use Senate institutional and SAA organizational knowledge to problem-solve including identifying impacts of proposed solutions, and taking ownership for decisions and actions
  • Ability to obtain Project Management Professional (PMP) certification.

  • Knowledge of or ability to learn current occupational and environmental safety and health practices, programs, laws, codes, and standards.
  • Ability to communicate and manage complex projects with diplomacy, tact, and professional bearing.
  • Ability to apply general program management practices and principals.
  • Develops relationships with subordinate employees, Senate staff and senior leaders from partner agencies to ensure the SAA organization delivers first-class service to the Senate community.

Working Conditions

  • Since this position requires onsite presence in support of the U.S. Senate when in session, this position requires the employee to be available and prepared to work during government shutdowns, in inclement weather, on holidays, and during late night, overnight, and weekend sessions. In the context of government furloughs, this position is considered excepted.
  • This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during government shutdowns, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted.
  • The U.S. Senate network cannot be taken offline for maintenance during the workday, or while the Senate is in session. As such, maintenance windows may only occur at night, on weekends, and occasionally on holidays. Employees who perform systems upgrades, maintenance, wiring, backups, support our alternate data centers will have schedules that include working nights, weekends, and holidays.
  • Moderate (carrying of items less than 50 pounds).
  • Work requires frequent physical effort walking, bending, crawling, standing for long durations.
  • Physical dexterity in the use of fingers and limbs in the operation of hand equipment.
  • Occasional exposure to noise and cold temperatures (from computer equipment), to chemicals and allergens (beside chemicals), and to hazardous materials like chemical.

Security Clearance

  • This position requires that the applicant obtain and maintain a Top Secret U.S. Government security clearance.
  • Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.

Education

High School Diploma/ GED.
