Summary

This position is assigned to Commander, Navy Installations Command (CNIC); Fleet and Family Support Program (FFSP). The Manpower Analyst serves as primary analyst and advisor to the Business Management and Administration Program Manager and provides manpower management expertise including resource planning and development for the Navy's Fleet and Family Support Programs to ensure a high quality, flexible, support for active-duty military and their families.

Duties

Duties include but are not limited to:

  • Provides policy, program and manpower expertise including resource planning and development.
  • Manages principles and processes to evaluate and analyze manpower methodologies used to develop, execute and improve organizational effectiveness and efficiency.
  • Analyzes manpower requirements, objectives, initiatives and trends to provide recommendations for leadership.
  • Interprets regulations, rules, policies and guidance.
  • Researches and conducts detailed analysis of complex functions and work processes of line programs; makes recommendations for improvement in the effectiveness and efficiency of program operations.
  • Performs business analysis functions in assigned areas.
  • Assists in the preparation of labor budget estimates and justifications; providing information and advice to program managers; reviewing and editing office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines.
  • Develops and manages methods, organizational structures, functions and processes and procedures.
  • Coordinates and advises program staff, HR, Region Personnel, and stakeholders on methods, procedures, reports, and techniques related to staffing and manpower.
  • Prepares, disseminates and presents information, position papers, memorandums, reports, and briefing statements to present to higher authorities.
  • Originates clear and concise documentation, both verbally and in writing, to share, present, and advise of data in varying methods to include meetings, telephone calls, conferences, seminars, and trainings.
  • Develops detailed and specialized charts, graphs, slides, and indices to be used for briefings, presentations, and publications.
  • Manages the FFSP Enterprise Modeling System, acting as the Government project manager with respect to administering user rights, maintenance, development, troubleshooting and testing the system.
  • Develops and/or modifies FS manpower policies, regulations, goals, and objectives; recommends changes and improvements to work methods and procedures.

Qualifications

A qualified candidate possesses the following:
  • At least four (4) years of specialized experience providing program analysis of manpower in support of program operations.
  • Knowledge of Federal and Departmental manpower processes, policies, procedures, and regulations to ensure labor budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives.
  • Knowledge of Federal and agency regulations of the specific organization's programs and missions.
  • Knowledge of pertinent laws, regulations, and policies related to program/operations area to consider their impact on programs.
  • Knowledge of manpower and staffing related to effective programing and execution of programs.
  • Knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness which have impact on Navy FFSP goals and objectives.
  • Knowledge of assigned organization and programs to analyze and evaluate the effects of continuing changes in program plans and funding on the accomplishment of the organization's manpower and program goals and objectives.
  • Knowledge of a variety of workforce development and/or management disciplines, programs, and processes to plan, organize, evaluate and resolve manpower issues.
  • Knowledge of staffing principles to enable competent and independent execution of principles, concepts and techniques.
  • Knowledge of methodologies used to gather, analyze and evaluate manpower, civilian personnel.
  • Skill in the use of Microsoft Office programs (e.g., Word, Excel, power Point, Outlook).
  • Skill in the use of Navy manpower management efforts and systems, including Total Force Manpower Management System (TFMMS), Total Workforce Management Service (TWMS) and other manpower management systems to retrieve, maintain, prepare and substantiate manpower data and information.
  • Skill in conducting detailed analysis of complex staffing functions and work processes including examination of past and present requirements to determine and substantiate manpower requirements.
  • Skill in and ability to determine manpower requirements.
  • Skill in verbal and oral communication to prepare and present briefing reports, and memorandums depicting outcome of data collections; to interface and communicate with staff at varying levels.
  • Ability to recognize and articulate manpower issues, problems, and deficiencies to leadership for action.
  • Ability to interpret and analyze statistical data.
  • Ability to synthesis data from multiple sources to reconcile data, conduct business analysis and present findings.

This position is located at Washington Navy Yard in Washington DC or Naval Support Activity Mid-South in Millington, TN. If selected, relocation to the local commuting area (50 miles) of one of the two locations is required.

Salary is dependent on experience and/or education.
