The United States Space Force (USSF) at Peterson SFB, El Paso, CO is searching for a Manpower and Personnel Manager, MD31 (NH-0301-03, GS-12/13 Equivalent).
Description:
Seeking a skilled Manpower and Personnel Manager to lead and support the Misssion Delta 31/S1 office, providing instructions and resolving personnel issues across both civilian and military settings. Essential responsibilities include identifying manning requirements, ensuring data accuracy, processing personnel actions, managing personnel taskers and providing resources to senior officials. The role involves managing civilian appraisal programs, officer assignment actions, and developing databases, reports, and briefings to effectively communicate the organization's manpower strategies. Candidates must exhibit exceptional communication, interpersonal, and problem-solving skills to excel in this fast-paced environment, driving efficiency and organizational performance.
Ideal Candidate:
An ideal candidate for this Manpower and Personnel Manager position would possess a bachelor's degree in human resources or related field, or a comparable amount of relevant experience. Crucial qualities include exceptional communication skills, enabling effective and confident interaction with higher officials, and a proactive problem-solving approach to address HR issues efficiently and decisively. Key Skills and Abilities:
1. Knowledge of process and procedures of federal Civilian and Military Human Resource and personnel program management.
2. Knowledge of other federal HR processes sufficient to relate recruitment and placement issues to them.
3. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations in written or oral communication.
4. Ability to lead, organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
5. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations to management.
6. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals.

Conditions of Employment
- Must be a U.S. Citizen.
- Employee must be able to obtain and maintain a Secret clearance.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
- PCS / Incentive funding are not authorized.
- Eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework"
- Position will close in 5 business days or 75 applications (whichever comes first).
- Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
