Duties

  • Responsible for the operation and management of the Quantico Marina which incorporates over 100 wet slips and 400 dry storage/RV spaces. Trains and supervises full time permanent and part time seasonal staff. Ensures a recreational boating, sailing and lesson program is available for authorized patrons. Manages Outdoor Recreation Gear Issue Center that includes but is not limited to renting mountain bikes, kayaks and paddleboards. 
  • Plans, controls, organize and direct the operation and maintenance of buildings, boats, wet slips, equipment, dry storage lots and grounds at the Marina, and R.V. Lot. Maintains cleanliness and grooming of the Marina grounds, RV storage lots, and Marina proper including bathhouse facilities. Assures the activity and the area immediately surrounding the building is maintained in a neat and orderly manner, to include minor maintenance and repair responsibilities for equipment and facilities within the activity. Maintains inventory records of equipment assigned to the Marina facility, properly secures all equipment. Manages new property resources and may provide direction on facility renovations and improvements. Recommends and approves additions and revisions to on-going programs and standard operating procedures. Develops techniques in the promotion and publicity of the activity for maximum participation usage. Advises and acts as liaison to the Quantico Yacht Club on land and water resource management. 
  • Provides for the maintenance of a rental fleet of sailboats and motorboats. Supervises and performs daily, minor maintenance on chase boats, sailboats, motorboats. Establishes a boating training and checkout system that insures that the patrons are qualified to operate rental boats. Trains staff in the safe use of various types of small craft and in the use of chase boats for the emergency safety of stranded MCCS boats. Directs the teaching of adult and youth sailing and water safety classes. May plan special events at the Marina to attract new patrons in conjunctions with the yacht club or MCCS patrons. 
  • Analyzes the harbor history; develops and implements policies and procedures managing future water and land requirements utilizing directives from higher management. Prepares and submits appropriated and non-appropriated budgets for the personnel management and operation of the Marina including annual operating budgets, annual and five year capital expense budgets, non-appropriated supply and equipment budgets. Controls expenditures of approved allocation of funds for personnel, supplies and equipment. Manages government property and may provide direction on facility renovation and improvements. Recommends and approves additions and revisions to on-going programs. Plans short and long range projects and programs. Provides input to higher management on the five-year plan. 
  • Maintains records and contracts for privately owned crafts berthed at the marina and RV¿s stored in the RV lots. Collects fees. Maintains inventory records of equipment assigned to the Marina facility. Ensures patrons are assigned slips in accordance with their eligibility. Bills patrons with MCCS contracts on monthly basis using rental installment billing program. Follows up with patrons when payments are not cleared. 
  • Directs the usage of a gas/fuel resale activity and a marina resale shop: Follows all environmental guidelines in the operation of the gas/ fuel operation. Uses Point of Sale system to maintain inventory and sales records. Completes DAR's, accounting for collected monies from the various activities 2 including supplies sold at the marina, boat rentals, gas, purchases, crane usage, and dry and wet slip rentals. 
  • Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs of MCCS. Manages new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the higher-level supervisor with regard to subordinate supervisors and employees in the office. Directly or indirectly through subordinate supervisors supervises employees.

Qualifications

  • Four years experience that demonstrates a working knowledge of assigned programs. Previous experience in a managerial or supervisory role is required. Experience working in a recreational facility preferred. 
  • Knowledge of a wide range of water safety principles, boat safety procedures, harbor usage concepts, sailing and boating operations and maintenance; ability to supervise the teaching of sailing, safe boating and water survival classes; ability to use basic tools for minor repair of equipment. 
  • A Bachelor's Degree in Recreation Administration, Business Administration or field(s) related to marina management with two years¿ experience managing a marina or related recreational facility may be substituted for the above qualifications. 
  • Must be able to obtain and maintain a Child Care (CNACI) background check, which are required for positions that involve working with children under 18 years of age.
