Duties

You will serve as a/an Marine Information Specialist and be responsible for soliciting, collecting, compiling, and judiciously selecting a full range of complex technical navigational and related operational data for dissemination to the public in official publications, for use in navigation and by regional marine planning bodies for the District's area of responsibility (AOR).

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • The incumbent collects, evaluates, organizes and disseminates a full range of complex technical marine and navigation information in the form of Marine Safety Information (MSI) in the Local Notice to Mariners (LNM), Light Lists, and Broadcast Notice to Mariners (BNM).
  • The incumbent trains the District Command Center and other individuals in the Waterways Management Branch to disseminate critical navigation information in the form of Marine Safety Information (MSI) in the LNMs, Light Lists, and BNMs in the event the incumbent is absent.
  • Incumbent provides technical support and subject matter expertise to the Waterways Management Branch in providing clarification, advice, assistance, and recommendations on matters relating to the development and execution of politically important and highly visible marine planning efforts, policies, and programs.
  • Incumbent plans and coordinates policies regarding marine planning engagements that involve more than one Sector or that, in the judgement of the Waterways Management Branch chief, are most effectively dealt with at the Fifth district level.
  • Responsible for identifying, verifying, cataloging, and collating incoming marine information, promulgating policy regarding the USAIMS database and Aids to Navigation administration; researching database hardware/software difficulties and providing technical guidance to field units on data entry.

Qualifications

EDUCATION: Undergraduate and Graduate Education: Major study -- navigation, mathematics, physics, astronomy, geography, meteorology, engineering, cartography, or other subjects related to aeronautical or marine navigation and operations.Graduation from the United States Naval, Air Force, Coast Guard, or Merchant Marine academies, or from one of the State maritime academies meets the undergraduate education requirements.

Successful completion of a course of flying or air navigation at one of the U.S. Government (Air Force, Navy, etc.) aeronautical or aviation training schools may be credited at the rate of 1 year of full-time training for 9 months of general experience.

Any time-equivalent combination of the above.

OR

Specialized Experience (for positions above GS-5): Civilian or military experience in the field (aeronautical or marine) of the position for which application is made. Such experience must have involved the acquisition, collection, selection, analysis, evaluation, and preparation of reliable marine or aeronautical information on navigation and related operations, including publications related to navigation.

Over 800 hours of flying time qualify for GS-7 aeronautical positions based on flight experience alone; no additional credit is given for more than 800 hours.

AND

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

  • Detailed knowledge of ATONIS/USAIMS, charts, Coast Guard Messaging System, and aids to navigation administrative documentation procedures is required.

You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
