To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:
- The ability to interpret administrative laws, regulations, policies and industry standards applicable to the knowledge assessment of merchant mariners.
- Interpreting international law, federal laws, statutes, and regulations, agency policies, practices, and concepts, and professional standards governing merchant marine operations.
- Establishing and maintaining effective relationships with representatives of the marine industry, maritime unions, and others to ensure the proper application of regulatory programs and policies, and to motivate them toward cooperative efforts.
- Analyzing situations and preparing solutions to problems.
- Adapting quickly to changes in regulations and procedures, or to interruptions that temporarily disrupt the workflow, and working under pressure while maintaining a high degree of accuracy.

Selective Placement Factor, as appropriate: Applicant must hold or have held a U.S. Merchant Mariner credential in the grade of 1st Assistant Engineer, Unlimited or higher or the equivalent military experience as Assistant Engineer Officer/Chief Engineer or higher and as a qualified Engineer of the Watch (EOW) on vessels of greater than 4000HP.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
