Duties

  • Provides marketing functional services to designated strategic business units. Develops, implements and evaluates a comprehensive marketing program in support of MWR programs services facilities and activities.
  • Analyzes programs and facilities, providing On-site review of merchandising, displays, customer service and finances. Makes recommendations for program improvements.
  • Determines what products and services should be offered and recommends promotional strategies. Identifies publicity and advertising needs. Designs promotional campaigns.
  • Directs and oversees (AOR) area of responsibility activities, with responsibility and managerial authority to develop, plan, implement and oversee services provided by Stars and Stripes to members of the community.
  • Develops appropriated and nonappropriated fund budgetary requirements for marketing coordination.

Qualifications

MINIMUM QUALIFICATIONS:

Demonstrated related work experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the
duties of the position. Work experience must have be equivalent in complexity, difficulty and responsibility to the next lower pay band level. Ability to
develop and make written and oral presentations of technical materials to nontechnical personnel.

OR

Completion of the requirements for a master's or equivalent graduate degree in marketing, advertising or closely related field. Ability to develop and
make written and oral presentations of technical materials to nontechnical personnel.

HIGHLY QUALIFIED CRITERIA:
1. Must have at least 3 years of experience in marketing or communications.
2. Must have at least 3 years of experience as a supervisor or manager.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are AUTHORIZED, based on a determination that a PCS move is in the Government's interest.

Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives will not be paid.
Foreign Overseas Allowances
  • Foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
  • Living Quarter Allowance (LQA) is authorized if eligible.
