Duties

  • Formulates and implements marketing policy and procedure for MWR programs.
  • Recommends priorities, develops plans and directs the execution of market research, analysis and assessment.
  • Develops long and short-range marketing operation plans.
  • Develops sales, promotional and merchandising strategies, brochures and pamphlets. Identifies and analyzes customer needs and satisfaction.
  • Directs subordinate staff in assisting managers to market and promote their programs.

  • A one-year probationary period may be required.
  • Possesses satisfactory completion of pre-employment background checks in accordance with AR 215-3, 2-13, to include a Tier 1 background investigation.

  • Willing and able to work rotating shifts to include nights, weekends and holidays to include MWR Special events.
  • Must be able to obtain and maintain USAREUR driver's license. Must be willing to travel frequently to other garrisons.

Qualifications

1. Demonstrated related work experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
2. Work experience must have be equivalent in complexity, difficulty and responsibility to the next lower pay band level. Work experience developing market research programs, data analysis, business practices and economic principles.

Completion of the requirements for a master's or equivalent graduate degree in marketing, advertising or closely related field. Specialized education developing market research programs, data analysis, business practices and economic principles.

Best Qualifying Criteria
1. Possess two (2) years of working experience with DoD Family and Morale, Welfare and Recreation (FMWR) and possess experience with development, implementation, and execution of Strategic Planning.
2.Possess three (3) years of work experience as a Marketing Specialist and experience in Graphics Design using Adobe Creative Cloud in Web and video/photography content management, social media and Google Analytics.
3. Possess two (2) years' experience and proficiency in Adobe Creative Cloud.

Pay-Band Allowances and Differential
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. Sunday premium may be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. Night differential may be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Bonuses will no be paid.
Foreign Overseas Allowances
  • Allowances, differentials, or incentives will be paid. These allowances may include Living Quarters Allowance (LQA), Temporary Quarters Subsistence Allowance (TQSA) and requires a Transportation Agreement in accordance (IAW) the provisions of the Department of States Standardized Regulations (DSSR).
  • Post allowance may be paid in accordance with the Department of States Standardized Regulations (DSSR), contingent upon eligibility.
