Summary

The Psychosocial Rehabilitation and Recovery Center Coordinator (PRRC) is a Marriage and Family Therapist working at an Advanced Level, whose primary responsibilities are to provide intensive case management services, continuous quality improvement activities, evaluation/ consultation, psychosocial assessments, placement services, and referrals to various community agencies and hospital services to patients enrolled in the PRRC program.

Duties

The PRRC Program Coordinator is to provide intensive case management services, continuous quality improvement activities, evaluation/consultation, psychosocial assessments, and development of partnerships with various community agencies for Veterans enrolled in the PRRC program. The PRRC Program Coordinator is administratively responsible for clinical programming and daily operation of the program, as well as, managing data related to the program, under the authority and supervision of the PRRC Program.
PRRC Veterans are seriously mentally ill Veterans who have been identified as high utilizers of psychiatric inpatient hospital resources. The patient caseload is complex based on the severity of the mental illness, co-morbidities, and resistance to standard treatments. Treatment interventions are innovative and highly individualized.
Some of the duties include, but are not limited to;

  • Develops and implements mechanisms to track services including visits, referrals, inpatient days, patient demographics, and patient satisfaction.
  • Provides both administrative and clinical supervision to the staff as assigned.
  • Has established guidelines and performance expectations for staff, and clearly communicates them through the formal employee performance management system.
  • Has an in-depth knowledge of PRRC program, TJC, and CARF guidelines with an ability to recommend policies and procedures and/or practice guidelines that are in accordance with facility and VA guidelines.
  • Ability to provide programmatic guidance to the multidisciplinary staff assigned to the program providing technical and clinical consultation, monitoring and case assignment.
  • Is an integral member of the treatment team and provides direct psychological services to Veterans in the PRRC Program.
  • Responds to consults sent to the program through a multidisciplinary team interview.
  • Functions as a case manager, along with other PRRC Clinicians, for a certain percentage of Veterans in the PRRC program.
  • Participates in the development of a treatment plan for each Veteran with measurable goals outlined based on relevant psychological, medical, and psychiatric information with the principles of treatment matching.
  • Assists as the major consultant for information on negotiating the complex processes Veteran's encounter when interacting with government and community agencies.
  • Conducts individual and family clinical interventions to facilitate the recovery process and principles.
  • Develops working relationships with other organizations having responsibilities for the same patient population.
  • Provides orientation and on-going training for interdisciplinary team members and conducts staff development programs for mental health services and takes responsibility for providing opportunities to help staff update their mental health professional practice skills and acquire new knowledge in contemporary treatment modalities.
  • Responsible to the PRRC Program Manager, but practices independently, exercising initiative and independent judgment in day-to-day activities.
  • Uses initiative and resourcefulness in deviating from traditional methods or trends and patterns to develop new methods and proposed new policies.
  • Other duties as assigned.
Work Schedule: The primary tour of duty will be M-F 8am to 4:30pm. However, the selectee may also be required to work various shifts on a permanent or temporary basis, based on the needs of the service and patient care.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Candidates must meet one of the following: (1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, OR (2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR (3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.
  • Licensure: Persons hired or reassigned to MFT positions in the GS-0101 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State.
  • English Language Proficiency: MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA as a MFT on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education that is part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
  • Such employees may be reassigned, promoted up to and including the full performance (journey) level, demoted, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
  • MFTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
  • Employees who are retained as a MFT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a MFT.
Grade Determinations: Marriage and Family Therapist, GS-12 (Program Coordinator)
  • Experience, Education, and Licensure: In addition to the basic requirements, completion of one year of progressively responsible assignments and experience equivalent to the GS-11 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. MFT program coordinators of family programs must be trained in family systems therapy/theory. If the assignment is responsible for providing systemic clinical supervision for licensure the individual must have an AAMFT Approved Supervisor credential.
Preferred Experience: Those candidates with experience in the following are highly preferred.
  • Experience through prior treatment of Veterans having a diagnosis of a serious mental illness (SMI)
  • Trained experience utilizing the recovery model
  • Prior work in a Psychosocial Rehabilitation and Recovery Center (PRRC)
  • Activities of community integration supporting Veterans directly in their own community of choice

Physical Requirements: The work requires patience and emotional regulation. The work may also require assisting physically disabled Veterans. Day-to-day work involves sitting, walking, standing and carrying light objects.

Education

Candidates must meet one of the following:

  • Hold a master's degree or doctoral degree in marriage and family therapy from a program approved my COAMFTE.
  • Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution.
  • Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.
