Summary

This position serves as the Licensed Marriage and Family Therapist (LMFT) Program Coordinator for the Behavioral Health Interdisciplinary Program (BHIP) Teams. BHIP is a multidisciplinary outpatient program within the MH Service that provides state-of-the-art mental health services for veterans based on the psychiatric rehabilitation recovery model.

Duties

Program managers have broad program management responsibilities for a specific program that is designed to deliver specialized, complex, highly professional services that are important program
components of the facility and that significantly impact the health care provided to Veterans.
Decisions made by the Program Coordinator affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. The LMFT Program Coordinator works closely with, and supervises the local BHIP Deputy Manager, and has direct line authority and is accountable for the clinical care and support services provided to Veterans in the BHIP program at a specific location. In addition to providing direct patient care, this LMFT has substantial administrative, managerial, supervisory, and training responsibilities. Some of the duties include, but are not limited to;

  • Operation and management of key clinical, training, research, and administrative activities for the BHIP location, to include full responsibility for managing the day-to-day activities of the BHIP program.
  • Responsible for strategic planning to ensure the provision of high quality services to meet the needs of the Veterans being served and planning and developing and implementing short- and long- term goals and objectives consistent with the program's strategic plan.
  • Has oversight of administrative and programmatic resources and deploy those resources in support of the program needs.
  • Develop and implement programs, policies, and procedures to meet program goals, VHA policy and external accreditation requirements, and monitor outcomes using data-driven quality assurance processes and implement strategies for improvement based on data analysis.
  • Consults with and serves as a resource for other professional staff concerning the need for the development of mental health services.
  • Responsible for timely completion of all program evaluations and documents required by the Health Care System, VISN, and VACO, ensuring compliance with appropriate accrediting bodies (such as JCAHO) and monitoring entities (such as NEPEC), as appropriate.
  • Administrative supervision of all LIP staff at the location, which include: Psychiatrists, Psychologists, Social Workers, Licensed Professional Mental Health Counselors and Peer Supports.
  • Responsibility to ensure that mental supervision of staff, professional management, and administrative responsibilities that are complex in scope and that constitute a significant portion of the health care system.
  • Health services in the BHIP location complies with all OVAHCS policies, VA directives and accreditation requirements.
  • Skill in managing and directing the work of others to accomplish program goals and objectives, and ability to devise ways to adapt work operations to new and changing programs, staffing, and budget requirements, etc.
  • Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
  • Provides a full range of psycho-diagnostic services including assessment and using the most appropriate psychotherapeutic techniques in providing quality care.
  • Provides a full range of therapeutic interventions including individual and group therapies for a full range of behavioral, adjustment and lifestyle problems.
  • Independently work with Veterans and their families who are experiencing a wide range of complex medical, psychiatric, emotional, behavioral, and psychosocial problems.
  • Other duties as assigned.
Work Schedule: The primary tour of duty will be M-F 8am to 4:30pm. However, the selectee may also be required to work various shifts on a permanent or temporary basis, based on the needs of the service and patient care.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Candidates must meet one of the following: (1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, OR (2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR (3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.
  • Licensure: Persons hired or reassigned to MFT positions in the GS-0101 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State.
  • English Language Proficiency: MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA as a MFT on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education that is part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
  • Such employees may be reassigned, promoted up to and including the full performance (journey) level, demoted, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
  • MFTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
  • Employees who are retained as a MFT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a MFT.
Grade Determinations: Marriage and Family Therapist, GS-12 (Program Coordinator)
  • Experience, Education, and Licensure: In addition to the basic requirements, completion of one year of progressively responsible assignments and experience equivalent to the GS-11 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. MFT program coordinators of family programs must be trained in family systems therapy/theory. If the assignment is responsible for providing systemic clinical supervision for licensure the individual must have an AAMFT Approved Supervisor credential.
Preferred Experience: Those candidates with prior supervisory, and BHIP experience are highly preferred.

  • Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution.
  • Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.
