Duty Location: Page, Arizona

Duties

This position is located in the Glen Canyon Field Division, Upper Colorado Power Office, with the duty station in Page, AZ. The selectee serves as the technical expert for mechanical engineering, performing specialized mechanical and civil engineering work throughout the region. This work includes the refurbishment of outdated facilities and obsolete equipment, as well as the operations and maintenance, emergency repairs, and modification of equipment for the powerplant, dams, auxiliary equipment, and facilities.

Major Duties include but are not limited to:

  • Performing complex mechanical engineering design work related to the modernization of the powerplants, dams, auxiliary equipment, and facilities.
  • Analyzing test results and providing recommendations for necessary adjustments or equipment modifications.
  • Performing or overseeing tests and inspections of mechanical facilities and equipment.
  • Conducting inspections of work in progress and preparing inspection/completion reports.

Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Certification is required to serve as a Contracting Officer's Representative as articulated in the DOI Acquisition, Assistance, and Asset Policy 0051, Federal Acquisition Certification and Programs Policy. Appropriate level must be attained within one (1) year of hire and must be maintained.
This position is designated as a LOW-RISK position. It requires a fully completed and favorably adjudicated SF85 Background Investigation (T1 or equivalent) that is current (within the last 5 years). This is a condition of employment.

Qualifications

In order to qualify, you must meet BOTH the Basic and Minimum qualification requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

BASIC QUALIFICATION REQUIREMENT for the 0830 series:
Successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts.
OR
Successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You must submit copies of your transcripts.
OR
Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts.
OR
Successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. NOTE: You must submit copies of your transcripts.
OR
Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination.
OR
Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration.

In addition to meeting the Basic Qualification Requirement above, to qualify for this position, you must also meet the minimum qualification requirements described below. Your resume must clearly describe your relevant experience.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

Specialized Experience for GS-11: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least three (3) of the following: (1) assisting in the development of project plans and objectives related to the design and evaluation of equipment and technology; (2) preparing correspondence, technical reports, presentations, or briefings required to complete project assignments; (3) participating in the design and develop of new tools or modifying existing general-purpose tools to enhance safety and productivity; and/or 4) coordinating with other professionals to ensure that the project objectives, budget, and schedules are met and completed.

OR

Education: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts.

OR

Combination: Successful completion of a combination of education and experience as described above. When combined, equal 100% of the total requirement. To compute, first determine your total qualifying graduate level education as a percentage of the graduate education required; then determine your total qualifying experience as a percentage of experience described above; add the two percentages. The total percentage must equal to at least 100%. (Please note that only graduate education more than the first 36 semester hours may be used in this calculation.) NOTE: Applicants must submit a copy of transcripts, and your resume must clearly describe your relevant experience

Specialized Experience for GS-12: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing at least four (4) of the following: (1) developing solutions to complex hydroelectric powerplant, dam operating equipment, and water conveyance problems; (2) analyzing, designing, changing and modifying complex mechanical systems; (3) using automated, computer-aided design programs and software; (4) managing and coordinating powerplant rehabilitation and replacement projects; and/or (5) inspecting, testing and troubleshooting mechanical systems and equipment.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

There is no substitution of education for specialized experience at the GS-12 grade level of this announcement

This position has a mandatory education requirement. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study

Physical Demands: Work requires considerable walking, bending, climbing, and driving associated with onsite inspection. Also, shift work and working hours substantially beyond an 8-hour day are required. Lifting, carrying, and moving objects weighing up to 50 pounds are required.

Work Environment: Work involves a combination of office and power plant environments. In the powerplant environment, the incumbent can expect noise, cold, heat, dampness, and energized electrical and mechanical equipment. The incumbent will be required to wear personal protective equipment such as a hard hat, safety boots, safety glasses, hearing protection, etc.
