Duties
This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C.
Typical work assignments may include the following:
- Designs, analyzes, configures, tests, and troubleshoots highly complex Heating, Ventilation, and Air Conditioning (HVAC), mechanical system automation, and mechanical distribution systems.
- Provides project engineering support, development, and evaluation support or life cycle support of a complex nature in a narrow area of specification.
- Performs studies and engineering analyses on HVAC, mechanical system automation, chilled water, steam, gas, domestic water, sewer systems, and
components.
- Analyzes mechanical systems and develops and updates comprehensive preventive
maintenance programs covering all pertinent mechanical systems/components.
- Conducts periodic analysis/inspection/review of mechanical and control systems to identify capacity, flexibility, and system performance deficiencies.
- Serves as a project manager and Contracting Officer's Representative on assigned projects and tasks.

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

You may qualify at the GS-07 level, if you fulfill the following qualification requirement:
One year of specialized experience in the same or similar work equivalent to at least the next lower grade level (GS-05) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: helping with mechanical system utility problems; assisting with troubleshooting basic Heating, Ventilation, and Air Conditioning (HVAC), mechanical system automation, and mechanical distribution systems; participating in preventative maintenance programs; and assisting as a project manager and Contracting Officer's representative on assigned projects and tasks.
OR
One full year of graduate level education which demonstrate the knowledge, skills, and abilities necessary to do the work of this position, OR successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/ ). A combination of experience and education as described above which meets the qualifications requirements. You may qualify at the GS-09 level, if you fulfill the following qualification requirement:

Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: providing assistance with solving mechanical systems utility problems; making recommendations regarding designs, configuration, testing, and troubleshooting Heating, Ventilation, and Air Conditioning (HVAC), mechanical system automation, and mechanical distribution systems; assisting with engineering projects, development, and evaluation support or life cycle support; checking mechanical systems and participating in preventative maintenance programs covering all pertinent mechanical systems/components; AND assisting as a project manager and Contracting Officer's representative on assigned projects and tasks.

A master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related.

A combination of specialized experience of less than one year; and at least one year of graduate education, but less than the required two years. The percentage of the requirements total at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You may qualify at the GS-11 level, if you fulfill the following qualification requirement:
One year of specialized experience in the same or similar work equivalent to at least the next lower grade level (GS-09) requiring application of the knowledge, skills, and abilities of the position being filled. (To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
