30 Day Hiring Model
The Department of Veterans Affairs is implementing a streamlined 30-Day Hiring Model designed to accelerate hiring while maintaining the highest standards of merit-based selection. This improved process reduces traditional hiring timelines by integrating early coordination, faster assessments, and efficient pre-employment actions. Applicants can expect a more transparent, predictable, and efficient hiring journey from announcement to entry on duty.
What Applicants Can Expect
- Expedited Candidate Review Once the announcement closes, Human Resources will quickly review applications, issue certificates of eligible candidates the day after the announcement closes and refer applicants for hiring manager consideration.
- Quick Interviews & References
HR may arrange interviews and will request references within 3-5 days after being referred to the hiring manager.
- Streamlined Pre-Employment Requirements: Following a tentative offer, applicants should be prepared to complete required steps, such as fingerprinting and background check, credentialing, and medical examination within 3 days of the offer.
- Clear and Timely Communication: Applicants will receive clear communication at key milestones, including referral, tentative offer, and onboarding instructions.
After meeting pre-employment requirements, candidates will receive a final job offer and start date. Onboarding tasks may continue after starting, with HR ensuring timely completion for a smooth transition into VA service.
If selected, applicants should be prepared to come onboard within 30 days of the announcement closing.
Duties Include but are not limited to the following:
- Technicians at this level function with minimal instruction, assisting the staff with complex specialized procedures such as ERCP and endoscopic ultrasound (EUS).
- They are proficient with GI endoscopic equipment and ensure proper performance of endoscopic equipment; select alternate equipment or adjust equipment settings to accommodate patient needs and produce high quality technique.
- They collect, process, and label all specimens; train other technicians in basic endoscopic procedures; work in and outside the GI unit offering technician support during emergent and on-call endoscopic cases.
- The Gastroenterology Technician maintains competency on the proper handling, pre-procedure inspection, set-up, and post-procedure pre-cleaning of each endoscope that may potentially be used.
- Trains others to do the same and assists the physician to troubleshoot instrument problems. He or she recognizes potential and actual problems with the function of the endoscopes and reports issues to the Sterile Processing Service.
- The Gastroenterology Technician properly positions and drapes the patient to facilitate intubation and promote the comfort, safety and dignity of the patient. The technician uses good body mechanics and safe lift techniques when assisting the patient with movement.
- Communicates with the Medical Support Assistant(s) and Registered Nurse(s) to ensure timely intake of patients arriving for procedures.
- He/she obtains a full set of vital signs, completes the pre-procedure check list with the patient, assists the patient to change into a gown, if necessary, per order or protocol.
- Gastroenterology Technician assists in the collection, fixation, labeling, and transport to the laboratory of specimens obtained during the endoscopic process.
- Performs other duties as assigned.

Qualifications
Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Physical Requirements. See VA Directive and Handbook 5019.
- English Language Proficiency. Medical Instrument Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:GS-06:
Experience. At least 1 year of experience comparable to the next lower grade level which demonstrates the knowledge, skills, and abilities related to the duties of the position to be filled. In addition, the candidate must demonstrate the following KSAs:
Demonstrated Knowledge, Skills and Abilities
1. Ability to set up endoscopy equipment, ensuring endoscopes and ancillary equipment functionsproperly.
2. Ability to aid the physician with standard and routine procedures such as colonoscopy and esophagogastroduodenoscopy (EGD).
3. Knowledge of medical terminology and human anatomy in order to assist practitioner with routine standardized gastroenterology procedures.
4. Ability to interact with patients explaining procedures and positioning the patient for the procedure, recognizing disabilities or impaired mobility and assisting the patient as necessary.
5. Ability to reprocess and maintain specialty critical reusable medical equipment (RME), following approved Standard Operating Procedures (SOPs) and universal precautions.
6. Ability to use basic computer systems and programs to record patient and endoscopic data, adhering to patient privacy and information security policies.
7. Ability to manually clean and disinfect non-critical reusable equipment and surfaces, dispose of onetime-use equipment and trash per facility policy, and restock supplies such as linens, suction equipment, and cleaning products.
GS-7 GI Technician (Full Performance Level)
Experience. At least 1 year of experience comparable to the next lower grade level which demonstrates the knowledge, skills, and abilities related to the duties of the position to be filled. This would be experience which provided knowledge of proper performance of endoscopic equipment and procedures. In addition, the candidate must demonstrate the following KSAs:
Demonstrated Knowledge, Skills, and Abilities
1. Knowledge of endoscopic equipment and use in basic and complex endoscopic procedures.
2. Knowledge of anatomy and physiology related to the GI system, with ability to recognize and report obvious abnormalities during procedures.
3. Ability to assist physician with specialized, complex procedures.
4. Knowledge of universal precautions and disinfection techniques and ability to follow SOP's to clean reusable medical equipment (RME).
5. Ability to collaborate, communicate, and demonstrate customer service skills and interpersonal skills with all healthcare professionals to ensure quality and continuity of care.
6. Ability to use basic computer systems and programs to record patient and endoscopic data, adhering to patient privacy and information security policies.
7. Ability to deliver patient care, including vital sign measurements and medication administration.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
