Summary

The Medical Laboratory Technician works under the general guidance of the unit manager or their designee. The Technician works in the outpatient care areas within the medical center to include, but not limited to, the blood draw clinic.

Duties

Duties and responsibilities of the Medical Laboratory Technician include, but are not limited to:

  • Performs assigned duties in a manner that promotes quality health care, outstanding customer service, and the maintenance of an environment committed to serving the Veteran and their families.
  • Actively supports the Blood Draw Clinic and functions as a team player. Contributes to team initiatives and continuously strives to improve the effectiveness of the unit.
  • Is involved in unit-based decision making as a team approach to solving problems within their scope and influence.
  • Effectively communicates with patients and families when answering routine questions.
  • Responds to issues related to patient/family satisfaction.
  • Assists with transferring patients to and from clinical chair and wheelchairs utilizing appropriate body mechanics and assistive devices.
  • Performs a variety of treatment procedures which include: collecting specimens such as various blood tests, sputum, urine, and feces in an appropriate manner; performs controls on blood glucose testing machines and performs ancillary glucose testing.
  • Adhere to blood borne pathogen standard precautions and all phlebotomy safety policies when performing phlebotomy.
  • Actively follows Medical Center policy to correctly identify the patient before any specimen is drawn by checking and verifying two patient identifiers and correctly labeling all specimens drawn at the site of collection.
  • Actively sorts and packages specimens for transportation to the laboratory and deliver in the most expedient manner and in the proper transport container, including centrifugation and packaging of patient specimens.
  • Maintains clean and organized patient care areas which include: cleaning the clinical chairs, keep uncluttered patient bays, keep employee personal items to a minimum, not displaying symbols or pictures that may be offensive to others, and do not support the Medical Center's policy.
  • Demonstrates flexibility, initiative and willingness to support patient care needs throughout the Medical Center and the Blood Draw clinic by rotation of assignment, workspace, and/or irregular hours if needed. Monitor levels and stock expendable medical supplies and equipment as needed in the Blood Draw clinic.

Work Schedule: Multiple shifts available:
  • 6:00am to 2:30pm
  • 6:30am to 3:00pm
  • 7:00am to 3:30pm
  • 7:30am to 4:00pm
  • 8:00am to 4:30pm
Pay: Competitive salary and regular salary increases
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education. Candidates must meet the applicable educational requirements for certification.

English Language Proficiency. MLT candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

NOTE: Exception - Non-certified applicants who otherwise meet the eligibility requirements for certification may receive a temporary appointment up to the full performance level not to exceed two years as a graduate MLT under the authority of 38 U.S.C. § 7405(c)(2) without the option to extend.

Loss of Certification. Management officials, in collaboration with HR Office staff, must immediately relieve employees of the duties and responsibilities associated with the MLT occupation who fail to maintain the required certification, which may also result in separation from employment.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grandfathering Provision. All individuals employed in VHA in this occupational series or in another occupational series performing the duties described in this qualification standard on the effective date of the qualification standard are considered to have met all qualification requirements for the grade held, including positive education and licensure/trademark/registration/certification. For employees who do not meet all the basic requirements in this standard but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
  • Employees may be reassigned, promoted up to and including the full performance (journey) level, or changed to a lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
  • Employees in an occupation requiring a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before being promoted to those higher grade levels.
  • Employees who are appointed on a temporary basis prior to the effective date of this qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of this standard.
  • Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation.
  • Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meets all the basic requirements of this qualification standard must maintain the required credential as a condition of employment.


Grade Determinations for Medical Laboratory Technician:

Medical Laboratory Technician, GS-05. This is an entry-level developmental MLT position. MLTs will typically receive guidance from experienced staff members and require frequent and direct supervision. MLTs at this level perform testing in one or more of the following areas: Clinical Laboratory Improvement Amendments (CLIA) waived testing, phlebotomy, hematology, immunohematology, clinical chemistry, immunology, toxicology, urinalysis, referral laboratory, microbiology and specimen processing. MLTs recognize data with life-threatening (critical) implications and understand the importance of immediately bringing the data to the attention of the patient's physician and/or nursing staff.
  • Experience. None beyond the basic requirements.
  • Demonstrated Knowledge, Skills and Abilities. None.

Medical Laboratory Technician, GS-06. At the full performance level, MLTs use independent judgment to perform the full range of duties in the laboratory, from sample collection to evaluating and communicating test results. MLTs perform day-to-day operations in the laboratory with minimal technical supervision while ensuring testing accuracy and quality of proper patient care. This includes providing pre-analytic instructions to patients, VA staff and other external entities related to collection and processing of laboratory specimens. MLTs use processing techniques such as centrifugation, aliquoting, storage and packaging (considering stability factors), and they accurately label and sort patient specimens. MLTs operate and maintain all instrumentation in assigned areas to deliver precise, timely and accurate laboratory results when analyzing body fluids such as blood, urine and tissue samples. MLTs at this level analyze laboratory findings and issue necessary reports. The results and findings of laboratory tests and procedures are discussed with supervisors, pathologists and other medical professionals as needed.
  • Experience. In addition to the basic requirements, candidates must possess one year of experience equivalent to the GS-05 grade level.
  • Knowledge, Skills and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
    • Knowledge of MLT principles, practices, concepts and theories for sound independent work.
    • Knowledge of laboratory quality control and quality assurance procedures to manage reagents and supply inventories using document control systems.
    • Ability to maintain, troubleshoot and repair instrumentation.
    • Ability to work as a team member in a laboratory setting to effectively complete assignments.
    • Ability to use technical judgment to interpret laboratory results.
    • Ability to apply complex written laboratory instructions.
    • Ability to consult with other members of the health care team, patients and external customers.

Preferred Experience: Phlebotomy experience

The full performance level of this vacancy is GS-06. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-05 to GS-06.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. The incumbent must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. These physical requirements will be consistent with VA Directive Handbook 5019.
