Summary

About the Position: This position is located at 412th Medical Group, Edwards Air Force Base in California.

This is a Direct Hire Solicitation.

This is a DOD Demonstration Project position.

Duties

  • Function as the Health Insurance Portability and Accountability Act (HIPAA) Privacy Officer (HPO) for a Medical Treatment Facility by developing and implementing local policies and procedures.
  • Evaluate departments for compliance with current standards, advising management on Health Insurance Portability and Accountability Act (HIPAA) requirements/guidelines and making recommendations for changes.
  • Investigate privacy policy/procedural complaints and/or violations, evaluating organization impact and providing corrective action.
  • Make medical information release determinations, ensuring compliance with laws and regulations.
  • Manage a Medical Treatment Facility’s Patient Travel Program by arranging patient transportation to civilian and referral military treatment facilities.
  • Conduct Health Insurance Portability and Accountability Act (HIPAA) Patient Privacy Training for staff that have access to Protected Health information (PHI).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Tuberculin (TB) test is required.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. General Experience: Three years of progressively responsible general work experience with one year of that experience equivalent to at least the NH-01 grade level, which includes experience in the preparation, maintenance, and management of medical records and health information systems that provided a knowledge of medical terminology, medical records procedures, and medical, administrative, and legal requirements of health care delivery systems. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (NH-01).

OR

Education: A full four-year course of study leading to a bachelor's degree in a medical records administration educational program accredited by the American Health Information Management Association (AHIMA) and the American Medical Association's Committee on Allied Health Education and Accreditation (CAHEA).

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
