Summary

The Medical Support Assistant (MSA) has responsibility for initiating and carrying out a variety of administrative functions in support of the overall care and treatment of inpatients with Nursing Service of the VA Maryland Health Care System (VAMHCS).

Duties

DUTIES:

  • The MSA ensures all patient movement (admissions, discharges, transfers, treating specialty transfers, provider changes) are entered in DHCP utilizing the Bed Control Menu.
  • The MSA prints patient/resident census at the start of each shift. Enters and monitors computer data of active patients/residents for appropriate assignment of treating specialties, primary care physicians, attending physicians, room and bed assignments.
  • The MSA coordinates patient/resident activity with Medical Administrative Services to expedite patient/resident movements. The incumbent works with the treatment team to assist and coordinate patient/resident discharges.
  • The MSA will discharge and/or transfer patients/residents from the unit census via DHCP within 15 minutes of the patients/residents leaving the unit/area.
  • The incumbent is responsible for notifying the accepting Registered Nurses and Treatment team of new inpatient/resident arrival. Performs all administrative work involved with the admission, discharge and transfer of patients/resident. Schedules for patient/resident appointments with various clinics, services and consultants.
  • The incumbent immediately notifies RN of all stat physician orders (per unit routine).
  • The incumbent will transcribe/verify orders in VISTA (per unit routine}, in a timely manner.
  • Initiates action to notify nursing personnel and patients/residents of tests and appointments. Requests escort and/or transportation for patient/resident as ordered; ensuring there are physician orders and established guidelines are followed.
  • The incumbent ensure patient demographics information is accurate on admission to the unit and works within their capabilities to make corrections or consults with MAS regarding needed changes.
  • The incumbent assembles medical records and necessary forms for patients/residents when admitted to the patient/resident care units per unit routine. Ensures patient/residents ID is verified.
  • The MSA files any loose documents in to the appropriate patient/resident medical chart daily. She/he forwards discharge records to the Medical Records Department within 24 to 72 hours after discharge.
  • The incumbent prepares charts and patient/resident ID bracelet, etc.
  • The incumbent is responsible for printing labels for use during the resident/patient hospital stay per unit routine.
  • The incumbent acts as resource person to orient healthcare professionals new to the patient/resident care unit to such things as the location of patient/resident files, format for requesting medical tests and supplies and the requirements for completing the charts at admission and discharge.
  • She/he assists in training of new MSA in duties and responsibilities of the MSA position and procedures unique to the unit in which the new employee is assigned.
  • The incumbent refers medical questions concerning patient/resident's condition, progress of treatment to the correct healthcare professional.
  • The MSA serves as a liaison on the ward/neighborhood between various administrative, technical, and professional personnel in coordinating activities.
  • The incumbent receives telephone inquiries and refers calls to other information sources when appropriate.
  • The incumbent will print and inform the health care staff of any patient/resident on the Opt-Out list daily.
  • The incumbent assists in contacting volunteers, social services, descendent affairs or veterans' services as needed. Researches and furnishes information to the Release of Information Clerk for various releases of information requests and completes release forms for requesting information from other VA facilities.
  • The incumbent maintains an organized work environment to include the entire nurse's station. She/he keeps the equipment of the station unit ready for use. The MSA maintains an adequate supply of all forms and supplies necessary to facilitate administrative patient care.
  • The incumbent utilizes a computer to complete various forms, letters, etc to expedite actions that have a direct or indirect impact upon patients, staff and others.
  • The MSA inputs all work orders into the computer and follows up on completion of the work.
  • The incumbent types nursing schedules and may complete timekeeping duties as assigned by nurse manager/designee.
  • Supports any data collection efforts of the unit(s), as assigned by the Nurse Manager.
  • The incumbent enters staff education into the approved VAMHCS educational record system.
  • All MSA are required to assist on other wards as time permits or as directed by supervisory staff.
  • The MSA prepares receipts for withdrawal of funds for both restricted and unrestricted accounts.
  • The incumbent sorts and promptly delivers all mail to patients and unit staff.

Work Schedule: Evening/Night 3:30pm- 12:00am or 11:30pm-8:00am or 7:30pm-0800 based on unit needs. This will be discussed during the interview.

Qualifications

BASIC REQUIREMENTS.

Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.).
Experience and Education.(1) Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR,(2) Education. One year above high school; OR,3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
Certification. None required.
Grandfathering Provision. May qualify under Grandfathering Provision. Additional information under the Additional Information section below.
Physical Requirements. See VA Directive and Handbook 5019.
English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.

GRADE REQUIREMENTS.
Medical Support Assistant, GS-3
Experience or Education. None beyond the basic requirements.
Assignment. This is an entry level MSA position. It is expected that MSAs at this level receive guidance from more experienced staff members and require frequent and direct supervision. At this level, MSAs apply general rules and policies relating to clinic functions, staff, and automated data processing methods in support of treatment to patients. They utilize a variety of patient data systems in scheduling patients for treatment and annotates patient records. They perform front desk duties, receives telephone call, and visitors to the MSA unit. They make and cancel appointments, review patient records for necessary information, and review patient demographics and insurance verification. They consult with clinic staff when processing physician scheduling and administrative orders.
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:
i. Ability to meet, communicate, and interact with individuals in a courteous and helpful manner in order to give instructions and arrange appointments.
ii. Ability to utilize computer systems to enter administrative data in patient systems.
iii. Ability to learn and utilize basic medical terminology to record patient messages and physician requests pertaining to follow-up medical care.

Medical Support Assistant, GS-4
Experience. One year of experience in clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position, OR,
Education. Two years of education above high school.
Assignment. This is a developmental level MSA position. It is expected that MSAs at this level receive minor and less frequent guidance from higher 6 experienced staff members for more difficult tasks. Assignments at this level include, but are not limited to: scheduling and rescheduling patients for treatment; interviewing patients for appointments; referring patients to other medical specialty clinics; providing information to patients necessary to resolve VA Handbook complaints; interacting with both internal and external customers; reviewing and documenting medical outpatient and inpatient electronic health records, as well as administrative records; verifying third party insurance and updating information in the Insurance Capture Buffer (ICB) system; obtaining medical information from patients; coordinating information and actions related to patient care and services; and scheduling appointments in accordance with VHA national scheduling guidelines. MSAs at this level refer all questions regarding medical attention to [the] appropriate health care team member.
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:
i. Ability to meet, communicate, and interact with individuals from varying backgrounds and other health care team members in a courteous and helpful manner in order to facilitate medical care for patients.
ii. Ability to use, [and navigate between], various types of office automation equipment and software (i.e. computer systems, web based scheduling programs; insurance collection system; scanning software, multiple line phone systems; electronic faxing programs) to support patient care].
iii. Knowledge of basic medical terminology to assist in the provision of care to patients.
iv. Skill in recording patient messages and understanding physician requests pertaining to follow-up medical care in internal or external clinics.

Medical Support Assistant, GS-5
Experience. One year of experience equivalent to the GS-4 grade level; OR,
Education: Four years of education above high school.
Assignment. This is the full performance level for MSAs. At this level, the MSA independently performs a full range of duties [related to the delivery of healthcare services in an inpatient or outpatient setting. Advises clinical staff on current administrative processes. The MSA is responsible for answering phones, greeting patients, relaying messages to appropriate staff inside or outside of the unit, scheduling appointments, including interpreting and verifying provider orders in accordance with VHA national scheduling guidelines. Assignments at this level include, but are not limited to: scheduling, canceling, re-scheduling patient appointments and/or consults; entering no-show information; monitoring appointment requests from multiple electronic sources; participating in huddles with other MSAs and/or clinic staff to determine the daily needs of the clinic], monitoring both inpatient and outpatient appointments in areas of responsibility; verifying and updating demographics and insurance information when patients check-in for appointments. Coordinates administrative functions relating to emergency and non-emergency transfers to other VA facilities or private hospitals and determines appointment type based on the patient's] eligibility status (i.e., TRICARE, sharing agreements, [collaterals, research patient, VA employee], etc.).
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate [all of] the KSAs below:
i. Ability to operate computerized programs and systems in order to enter, modify, and retrieve sensitive medical and patient identifying] information (PII) into or from electronic health records, scheduling systems, and/or reports.
ii. Advanced knowledge of medical terminology specific to understand medical diagnosis and procedures sufficient to communicate clinical staff instructions to patients.
iii. Ability to schedule medical appointments in a clinical setting.
iv. Ability to work independently in the accomplishment of a wide variety of duties performing patient support work.
v. Ability to communicate effectively and professionally[in person, electronically, and/or by telephone], with internal and external customers.
vi. Skill in customer service with the ability to identify customer concerns, and refer to the [appropriate staff, as necessary, to ensure a satisfactory resolution

Preferred Experience: Perform administrative duties for the unit and support to other units in the facility (i.e. admission, discharge, and transfer updates on BMS/CPRS, completion of patient emergency icons, etc.). Position is needed to help facilitate patient movement, which will support the opening of more acute care telemetry beds in 3Medicine.
