Summary

The incumbent serves as an Advanced Medical Support Assistant in the westside Community Based Outpatient Clinic (CBOC) as part of the El Paso, Texas VA. The incumbent's work impacts the administrative aspect of patient care, including access, scheduling/coordinating appointments using advanced clinic access principles, collecting, and updating demographic and insurance information, managing the Electronic Waiting List (EWL), patient processing and customer service.

The Medical Support Assistant (Advancd) is responsible for assuring that various aspects of staffing, training, compliance, reporting, quality assurance, and budgetary initiatives are met. These activities directly affect the revenue cycle, patient access to care, clinic performance goals and objectives, as well as VHA public image. The incumbent plays an integral role in identifying and developing ways to resolve problems with the administrative and clinical staff on access, customer service, patient flow, and revenue as it relates to ensuring encounters are closed daily and requests for release of information. Home Health Requests are submitted and forward to the main facility timely for PACT Providers once reviewed and completed by PACT Team. In addition to PACT/BHIP duties the MSA validates the information for the Veteran Identification cards are accurate before submitting. His/her work also impacts processes, action plans, monitoring, and reporting. Failure to perform these duties properly could result in the veteran not receiving the treatment to which he/she is entitled or priority access to care to which he/she is entitled. The lack of coordination provided by this employee could negatively impact upon clinical and/or administrative functions. A large part of the duties of a Clinical Support Section employee is acting as a receptionist at the clinic, either face-to-face or telephonically, requiring excellent customer service skills. The work requires a high degree of judgment in responding to both employee and patient concerns and providing solutions to process problems as they affect day-to-day operations. In addition, the Advance MSA is responsible to review all My HealtheVet messages and phone messages for their team. The work is mostly sedentary and is performed in various outpatient clinic or office settings responsible for treating patients with a wide variety of medical problems. The performance of daily huddles to the assigned primary PACT Team is required. This may include covering for other PACT/BHIP MSAs at the CBOC that also included covering other clinics when the MSA is out these include the Mental Health Providers, laboratory appointment scheduling, Pharmacy Provider, Mental Telehealth Provider, Tele- retinal appointment management, MOVE Program, Mental Health Peer Groups, and is back-up support for VistA Scheduling Enhancements for Clinical Staff (VSE). Frequent communication is a must to ensure patient is processed timely, in an effort to fulfill PACT duties. The MSA may be required to work staggered shifts and/or weekend clinics in support of Advanced Clinic Access initiatives.

Work Schedule: Monday to Friday 8:00am to 4:45pm

Pay: Competitive salary and regular salary increases.
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience and Education:
    • (1) Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position;
    • OR,
    • (2) Education. One year above high school; OR,
    • (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
  • English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: Medical Support Assistant (Advanced), GS-6
Experience. One year of experience equivalent to the GS-5 grade level.

Preferred Experience:
  • 1 year work experience scheduling patient medical appointments.
  • Experience in customer service.
  • 1 year experience using EMR, computers and telephones.

The full performance level of this vacancy is GS-6. The actual grade at which an applicant may be selected for this vacancy is GS-6.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
