This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
- At the full performance level (GS-07) you will perform the following but not limited to the duties below:
- Perform donor screening, interview, bag issue, and review of documentation for release of blood products for transfusion.
- Perform blood donor collection procedures to include donor registration, medical interviews, donor screening and donor bag issue for in-house blood drives.
- Perform platelet counts on single and double apheresis platelets and processes apheresis platelets according to its criteria and SOPs.
- Perform an abbreviated medical screening to include donor vitals.
- Perform quality control procedures in the laboratory information systems including override error codes prior to release of blood products.
- Evaluate and interpret records to determine if data is complete and valid, and to recognize abnormal and erroneous reports.

- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- This position requires Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires rotating shift work to provide coverage on evenings, weekends, holidays, or special situations.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires the employee to use personal protective equipment provided by the employer.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

In order to qualify, you must meet the education and/or experience requirements described below. FOR THE GS-06:
Specialized Experience: One year of specialized experience which includes evaluating potential blood donors for autologous and allogeneic blood donations, monitoring patient vitals during collection, processing blood specimen for laboratory testing, and entering/retrieving data from healthcare computer systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-05.

Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as Medical Lab Technology, Clinical Laboratory Science, Chemistry, or Microbiology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
FOR THE GS-07:
Specialized Experience: One year of specialized experience which includes performing blood collection procedures; maintaining clinical laboratory equipment; and preparing reports and/or documenting results through clinical laboratory automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field directly related to the work of the position, such as Medical Lab Technology, Clinical Laboratory Science, Chemistry, or Microbiology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
