Summary

The Incumbent conducts comprehensive briefings to servicemen and women on the processes involved with Veterans Compensation claims. Incumbent is required to represent the VARO at functions in Nevada/Northern California such as VHA events, Veterans Service Organization events and report back the status of these efforts to the Service Center.

Duties

Major duties and responsibilities include, but are not limited to:

  • Conducts comprehensive transition assistance briefings to large groups of service members using a wide range of briefing techniques and communication skills.
  • Performs liaison activities with Military command structures to properly schedule and conduct transition briefings.
  • Explains benefit programs and entitlement criteria, conducts interviews, identifies issues, gathers relevant evidence, & inputs data necessary to properly develop claims.
  • Conducts thorough Service Treatment records reviews to ensure appropriate disabilities are included on VA claim form.
  • Serves as intake specialists ensuring compensation and pension claims are received, established, exams ordered, developed and properly routed for processing.
  • Conducts group and individual counseling sessions as necessary, advising service members and Veterans of available VA and ancillary benefits programs.
  • Represents VARO at functions in the community.
  • Maintains excellent rapport with community partners, Veteran service organizations, peers, VARO staff and the Veterans in the community.
  • Recognizes importance of teamwork and sensitive to contribution of others.
  • Demonstrates ability to work independently, adjust to changing work schedules and locations and to handle differences of opinions in a businesslike fashion.
  • Maintains professional, positive and helpful relationships with customers by exercising tact, diplomacy and cooperation with all VBA partners.
  • Communicates, shares ideas and demonstrates respect for differing viewpoints.
  • Recommends changes to work processes and/or policies to enhance customer service.
  • Consistently and conscientiously exercises sound and equitable judgment in applying stated laws, regulations, policies and procedures to ensure dissemination of accurate information.
  • Prepares, composes or reviews correspondence prepared for the purpose of obtaining or supplying information.
  • Prepares briefing slides and content for specific topic briefings for military and community events.
  • Uses office automation software such as word processing, presentation software and spreadsheet programs to create reports, presentations and similar documents.
  • Composes statements or develops factual information that supplement letters and determine extent and tone of replies independently.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/08/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience: One year of specialized experience equivalent to at least the next lower grade is required.

  • GS-11: 52 weeks at the GS-9 level or equivalent.
Specialized Experience is defined as experience that has equipped the applicant with theknowledge of a complex field of laws, regulations and Federal legislation pertaining to the full rangeof Veterans benefits and a comprehensive and thorough knowledge of state, federal and localbenefit programs in order to be able to explain them, both orally and in writing, to individuals of alleducational backgrounds.Specialized experience includes:
  • Knowledge of anatomy and physiology
  • Knowledge of diseases and disabilities to assess sources of evidence and information to arrive at claims related decisions
  • The ability to read, understand, and interpret medical and legal terminology
OR

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have:
  • GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in Business, Management, Economics, Finance, or another degree with coursework that demonstrates the knowledge, skills, and abilities necessary to do this work of this position; or an LL.M., if related.
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
