Summary

The Military Services Coordinator (MSC) is in the Regional Benefits Administration (VBA) Regional Office (RO), out-based office location, military installation. The MSC explains benefit programs and entitlement criteria, analyzes claims materials, identifies issues, gathers evidence, conducts interviews, adjudicates claims, and inputs data necessary to generate the award and notification letter to the Veteran describing the decision and reason for it.

Duties

  • Performs direct veteran benefit counseling to include information on the full range of VA and non-VA benefits to which separating and retiring service-members and their spouses may be entitled to.
  • Provides individual counseling on specific VA related information to disabled veterans about specially designated employment assistance for service members being separated for medical reasons.
  • Develops comprehensive resources of transition service providers among the military, other federal, state, and local governments, educational institutions, and VA medical centers.
  • Responsible for arranging and conducting workshops, seminars, and other meetings with a wide variety of service organizations, Congressional staff, and state and local government veterans' offices to address all VA benefits.
  • Communicates with individuals of different education, environmental, ethnic, and cultural backgrounds is essential.
  • Acts on behalf of the Director and Veterans Service Center Management (VSCM) as liaison between Regional Offices (RO) and employees of RO's, veterans, and the community.
  • Take affidavits, administer oaths and affirmations, make investigations, examine records and witnesses, certify to the correctness of papers and documents on matters within the jurisdiction of VA Regional Office.
  • Incumbent collects, analyzes, and evaluates data that is generated by Regional Offices, and produces meaningful reports to be then sent to the VA Central Office.
  • Conducts compensation claims processing involving the review of Service Treatment Records (STRs) to ensure appropriate claimed disabilities are included on the appropriate application claim form.
  • Work independently in managing the daily workload involving the scheduling of time for orientation sessions with service members, claims processing appointments, and rating decision reviews.

Specialized Experience:

GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-09) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: 1) Analyzing evidence (medical, benefit and/or legal documents); 2)Developing case file records and reports to support claim decisions; and 3) Interpreting and applying laws, regulations and official guidance sufficient to evaluate the adequacy of collected information to determine claimant eligibility for benefits and services.

Applicants may substitute education for experience at grade GS-11.

Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree.

OR

Applicants may combine education and experience to qualify for grade GS-11.

Combination:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

Work Schedule: Regular office hours, Monday -Friday, 8:00 AM - 4:30 PM. Alternate work schedules may be available.

Physical Requirements: A high level of physical energy is required, as the incumbent will be expected to meet with many people in many different locations in the course of a workday.

Promotion Potential: The full performance level of this position is grade GS-11.
