In this position you will support the Commander with the development of plans and programs. This includes management of the wing Mission Assurance Program (MA), the Critical Asset Risk Management Program (CARM), the Continuity of Operations Program (COOP), and Force Readiness Reporting.

  • Manages Mission Assurance (MA) Program per DoDI 3020.45 with responsibility for implementation of wing-wide installation response and readiness.
  • Coordinate, Draft, Plan, Integrate, and Execute all Mission-Focused Complex Mission Assurance and Readiness Exercises at EAFB.
  • Plan and design installation exercises-based on Commanders Intent, to include scenario development.
  • Draft Exercise Objectives, Master Scenario Events Lists, Commanders Decision Briefs, rehearsals, Warning Orders (WARNORDS), and Operation Orders (OPORDS).
  • Conduct vulnerability assessments, All Hazard Threat Assessments/Analysis, along with conducting Mission Analysis Risk Management.
  • Responsible for the command and control of exercises through Exercise Control (EXCON), along with assisting the Crisis Action Team (CAT).
  • Perform exercise closeout with After Action Reviews (AAR) and archiving exercise documents and developed products to ensure Wing mission requirements and readiness.
  • Analyzes data for trends and opportunities for improvement across the organization.
  • Assist in Developing a Mission Assurance and Wing Readiness Cross-Walk that depicts Wing readiness and Response Posture.
  • Meets with key customers and coordinating officials to assess customer requirements and satisfaction, explain organization procedures/processes, and resolve significant problems that arise.
  • Assists as a member of the working groups/teams on the development of improvements to the projects/processes/procedures related to the organizational mission. Analyzes internal and external data to determine effectiveness of projects/processes/procedures and adequacy of implementation within the organization.
  • Actively participates in special projects and performs special assignments related to the organization.
  • Incumbent will establish, develop, and maintain effective working relationships with all levels of management, functional staff offices, and organizational counterparts at various levels in response to special projects, processes and directions, funding issues, policy changes, and the impact of these changes

  • 1-2 years' of experience in installation Crisis Action Team (CAT) management desired.
  • 1-2 years’ experience with exercise planning with the Department of Defense desired.
  • 1-2 years' of experience with Research Development Test and Evaluation (RDT E) processes desired.
  • 1 to 2 years’ experience in developing or overseeing military mission assurance and or readiness exercises
  • 1 to 2 years' experience in communicating verbally or in writing and briefing senior leaders
  • Obtain and maintain Top Secret Security clearance.
  • Eligible for situational telework only, including Emergency and Office of Personnel Management OPM prescribed Unscheduled Telework

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences is 5 years of military aviation experience as a rated pilot, navigator, CSO/EWO, sensor operator or related position. 3 years of conducting manual or automated mission planning procedures and techniques. 3 years of software troubleshooting experience. Familiar and/or proficient with Joint Mission Planning System (JMPS) desired. Previous system test experience. Bachelor of Science degree in aerospace or aeronautical engineering desired. Previous experience planning missions for ISR, RPA, tanker, airlift, fighter or bomber aircraft.

Knowledge, Skills and Abilities
  • Knowledge of a range of AF functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of organization to provide high level staff guidance as it relates to mission assurance, critical asset risk management, continuity of operations, and force readiness.
  • Knowledge of a range of principles, practices, and quantitative and qualitative evaluative techniques used in project analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
  • Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires
  • Skill to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, develop COAs to better support mission objectives, select and coordinate with appropriate parties of interest, and champion organizational opportunities in the corporate process
  • Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making
  • Ability to communicate effectively with senior leaders both orally and in writing clearly, concisely, and with technical accuracy, and maintain good working relations with all individuals and organizations.
  • Knowledge of the Military Decision Making Process (MDMP) planning methodology.
  • Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making.
  • Ability to develop and use appropriate data collection techniques.
  • Ability to plan, organize work and meet deadlines.

NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.
