Summary

These positions are located in GAO, Chief Administrative Office (CAO), Field Operations (FO). The positions may be filled in any of GAO's 11 field office locations. FO provides leadership, services, and assistance to GAO staff and mission teams in the field offices. The incumbents are responsible for coordinating and/or carrying out a variety of administrative management functions including time and attendance, travel, budget, and purchasing that support Field Operations and GAO-wide operations.

Duties

  • Assists with the development of policies and procedures covering Field Operations internal operations and performs or directs a variety of routine and difficult duties in the electronic processing of time and attendance documentation.
  • Researches and applies appropriate GAO Orders and federal policies and regulations to coordinate the flow of complex and routine work assignments, the routing of correspondence, and the overall administration of day-to-day operations.
  • Conducts associated leave audits and serves as leave audit reviewer; responds to questions from any GAO manager or employee on time and attendance issues.
  • Composes and edits a variety of routine and sensitive documents while utilizing a variety of office software, such as word processing and spreadsheets, to prepare correspondence, charts, and reports.
  • Independently manages and reconciles office purchasing records and purchase orders; conducts analytical reviews regarding administrative programs and recommends solutions.
  • Gathers information to perform analysis on future office needs and related costs, and helps prioritize needs. Completes and/or reviews reports, analyzes trends, identifies deficiencies/ discrepancies, and recommends improvement actions.
  • Participates in planning, developing, formulating, preparing, executing, and/or monitoring organizational budgets. Maintains and tracks assigned budgets for the office, monitoring expenditures such as training, travel, and supplies. Enters data and updates systems.
  • Approves travel vouchers and may execute quality checks on contractors' post-travel audit reviews, applying appropriate GAO Orders and federal policies and regulations. Responds to questions from any GAO manager or employee on travel vouchers or other travel issues. Reconciles or facilitates complex issues as they arise.
  • Processes external training requests including registration, payment, or invoice reconciliation, applying appropriate GAO and federal policies and regulations. Responds to questions from any GAO manager or employee on external training processing. Provides and coordinates administrative support for internal and external training events.
  • As authorized, uses a GAO purchase card to make small procurements for supplies, equipment, or services. Maintains purchasing and delivery records and performs the necessary reconciliations of invoices in accordance with GAO Orders and federal policies and regulations. Maintains self-service supply areas.
  • Carries out daily and periodic standard administrative operations of the field office including reception, mail, scheduling routine building services, conducting basic checks of photocopy and other business equipment, signing out badges and passes, assisting staff with workspace reservations, and conducting inventory of property as needed.
  • Assists, as appropriate, the Information Technology Specialist to support video teleconferencing use and equipment, provides software users with immediate on site assistance, makes routine modifications to the voice mail system, and conducts equipment inventory.
  • Trains new field office hires on administrative policies, procedures and functions such as time and attendance and travel.
  • Provides peer to peer training and coaching to other field operations staff on various business processes as needed.
  • Leads or provides significant input to special projects and task teams that support Field Operations or GAO-wide process improvements. Leads in data collection and analysis and develops reports or other products.
Assists the Administrative Officer (AO) or Office Manager (OM):
  • on security and emergency preparedness issues including conducting inspections, educating staff about document control, providing staff access to secure room and/or equipment, and carrying out emergency plans or drills.
  • by serving as an expert regarding administrative procedures and policies; helps ensure that administrative office staff members follow proper and consistent administrative practices and procedures.
  • by providing day-to-day leadership on office support functions and business activities (e.g., time and attendance, travel, and purchasing), especially in the AO's absence.
Performs other duties as assigned.

These positions require the incumbents to be physically present in a GAO Field Office on a regular and recurring basis.

Qualifications

Applicants must have at least one year (52 weeks) of specialized experience at the AC-II (or GS-9 or equivalent) level. Specialized experience is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as processing actions to acquire supplies, travel, training, and mail services. Experience must also demonstrate substantive knowledge of and skill in processing external training requests, time and attendance, and in auditing travel documentation. Communication skills (both written and oral) as well as customer service skills are also required.
