Summary

This position serves as the Mobile Equipment Servicer for the Facilities Management Service at the VA Ann Arbor Healthcare System under the supervision of the Grounds and Transportation Supervisor. The incumbent is required to work under minimal supervision and resolve problems associated with the work of the office.

Duties

Major Duties

Servicing Equipment: 100%

The position has the primary duties of servicing automotive and mobile equipment such as automobiles, trucks, buses, forklifts, skid steers, RTV's and back hoes. Typical service includes dispensing fuel, checking fluid levels and tire pressure, inflating tires, washing equipment, changing lubricants, installing accessory items, changing and repairing tires.
Performs other duties as assigned.

Skill & Knowledge

The incumbent must have a thorough knowledge of the characteristics and use of various
lubricants, cooking system protective agents and hydraulic compounds. Incumbent must be able to drain and change lubricants in crank cases, differentials and transmissions; to lubricate vehicles and replace oil and air filters; to check fluid levels in braking systems and power steering reservoirs.
*Incumbent must possess a class A or B w/airbrakes CDL.

Incumbent must drain moisture from air tanks, install alcohol in air systems, change oil and filters in hydraulic systems which operate hoists and tailgates. Incumbent must be able to replace accessories such and implements. Incumbent must be able to rotate, replace, and repair tube and tubeless tires with plugs or patches of all sizes. Incumbent must be skilled in the use of a battery cell tester, a battery hydrometer, and the tools necessary to complete this and other such assignments.
Incumbent must know how to check components such as spark plugs, fan belts, exhaust pipes, hoses and similar items and to make replacements and adjustments. Incumbent must have ability to refer to any observed need for major repairs to an automotive mechanic or other appropriate worker. Incumbent must be able to record amount of fuel, oil, and other supplies as issued; and to keep an inventory of gasoline and other supplies on hand. Incumbent must have knowledge of repair and maintenance requirements and the capability of commercial repair shops. Incumbent must have the ability to adjust work operations and schedules to meet emergencies or changing programs on vehicle related requirements within the available resources and with minimum sacrifice of quality and quantity of service provided.
Incumbent must have the ability to communicate with personnel at all levels of responsibility and authority. Ability to convey ideas, recommendations, and guidance to others in verbal and written communication. Ability to plan, organize, manage, research, interpret, and apply regulations, directives, policies, and guidance. Knowledge and ability to analyze information and reports to ensure efficient and effective transportation program accomplishment. Skill in applying knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve issues and problems.
To troubleshoot, incumbent uses technical publications and must be able to read schematic drawings.

Factor 2, Responsibilities

Incumbent will be issued assignments for work processes that are both varied and routine. These assignments will be in the form of work orders, schedules, and verbal instructions. During normal working hours, incumbent work with a high degree of independence, within the guidelines established by the supervisor and will be technically responsible for the quality and accuracy of work performed. Incumbent may be called upon to perform work on the systems after normal working hours, weekends, and holidays. During such periods incumbent may be working independently and without supervision and will be required to exercise sound judgment and make proper decisions on their own. Incumbent is expected to make meaningful contributions toward solving operational and design problems and be capable of improvising troubleshooting techniques. Incumbent will sometimes work from vague, incomplete schematics and blueprints and must often develop their own drawings and schematics.

Work requires good coordination as well as manual dexterity. Physical effort is required in making repairs. Incumbent is required to bend, stoop, crawl, walk, climb and lift heavy objects up to fifty pounds. Incumbent frequently works on top of equipment at heights up to eighteen feet above the ground and underneath vehicles. Incumbent must work in awkward positions when performing work in lube pits or under car racks.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Work is performed inside or outside of the facility where the incumbent is subject to all kinds of weather conditions. Incumbent is exposed to dirty, oily and a greasy work environment.
Incumbent may be required to handle cans and drums of petroleum products or industrial cleaners. Incumbent will utilize authorized safety equipment when dealing with potential problems that may consist of carbon monoxide, scalds, electrical shock, gas, propane or chemical fumes. Incumbent is subject to cuts, bruises and burns.

Incumbent always understands and observes fire and safety regulations and guidelines. Incumbent ensure that all subordinate personnel use correct body mechanics when lifting, carrying etc. Incumbent reports safety hazards to supervisor promptly, correcting them where possible. Incumbent keeps work areas clean and free from dangerous items or substances. Incumbent will be required to attend and contribute to assigned safety training, committees and drills. Incumbent ensure there are no lost time accidents that are a result of carelessness or negligence on the part of the employee. Incumbent makes a reasonable and significant effort to decrease lost time days in the shop. Incumbent is vigilant to identify and eliminate unsafe working practices/conditions and take appropriate disciplinary action when safety rules and violated. When occupational injuries/illnesses do occur, correct administrative procedures concerning documentation are followed; evidence gathering, forms completion and reporting.
