This is a Defense Industrial Base (DIB) Direct Hire Authority (DHA) notice open to the Public in the local commuting area.

Duties

  • Operating gasoline or diesel-powered vehicles including but not limited to vehicles such as vans, stake bed trucks, GSA vehicles; passenger shuttle vans/buses; and/or cargo vans.
  • Operates a cargo transporter and/or commercial-type trucks to transport material between distribution warehouses, which includes vehicles that are equipped with air brakes.
  • Operates platform, van, stake, and/or similar trucks. Picks up, transports, and delivers supplies, cargo, freight, and equipment to various locations and work sites.
  • Operates a forklift to load, unload, and move material. Capacity of forklift is up to 15,000 lbs.
  • Ensures loads are properly centered, balanced, and secured before and during transportation.
  • Checks material being loaded or delivered against various receiving, shipping, warehousing, and/or other documents.
  • Operates passenger shuttle vans and/or buses over predetermined routes. Arrives and departs from pick up and discharge points at scheduled times.
  • Operates cargo transporter (rated capacity of 7 1/2 tons) to transport material between warehouses.

  • You will be a Mission Essential employee. This requires you to work during an emergency to ensure continuation of essential functions. You may be required to work at the designated duty location, a telework site, or an alternate location/facility.
  • This position and any future selections from this announcement may be used to fill various shifts located within DLA Distribution San Joaquin, CA.
  • Must be able to obtain and maintain licenses and/or certifications required by the installation, federal, state, and local laws.
  • Must possess a Class B driver's license with air brake endorsements.
  • Must be able to obtain and maintain H, P and T endorsements within 3 months to operate vehicles, on and off Site, normally on roads and streets in all traffic conditions.

Qualifications

Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition.

The SOE and minimum qualifications for this position is:
  • Ability to do the work of a Motor Vehicle Operator without more than normal supervision (SOE): Performs the common tasks of the job to be filled but under close supervision, such as operating various vehicles and equipment, performing preventive maintenance, or preparing daily work reports.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Effort: The employee exerts moderate physical effort because the large vehicles driven and accompanying heavy loads are difficult to handle and maneuver, e.g., upper body strength must be used to turn the steering wheel. Numerous hand and foot controls are often used simultaneously, e.g., clutch, accelerator, gearshift, and levers. Dual braking systems must be manipulated to avoid jackknifing. Since vehicles operated are large, the cab is often located considerably above ground level; therefore, some effort is required when entering and existing the vehicle. Bending, reaching, lifting, pulling, stooping, and exertion of physical effort is involved when attaching/detaching trailers and securing cargo. Performs work on hard surfaces and in work areas that require standing, stooping, bending and working in tiring and uncomfortable positions. Frequently lifts and carries items weighing up to 70 lbs. Moderate physical effort is used in operating hand and foot controls when operating materials handling equipment.

Working Conditions: Is required to work in all types of inclement weather when loading or unloading vehicle. Is exposed to the possibility of serious accidents while driving in all types of traffic during bad weather conditions. Is subject to cuts, bruises, and broken bones because of accidents while driving or when loading and unloading vehicles. Is exposed to dirt, dust, oil, and grease stains, and offensive and noxious odors. Is also subject to moderate noise caused by operation of equipment on vehicle. SAFETY AND HEALTH REQUIREMENTS: Employee must be able to meet all medical requirements for the position. Employee is required to wear safety clothing and equipment appropriate for the job and work area where assigned, as directed by the supervisor. Types of required protective clothing and equipment include, but are not limited to, the following: eye and foot protection, protective clothing (gloves, apron, coveralls, etc.). Other types may be required as deemed necessary by authorized management officials. Employee will be required to wear approved hearing protective devices and an audiometric test will be conducted, as necessary, when working near or around noise hazardous areas, machinery or equipment.
