Duties
Duties include but are not limited to:
- Regularly operates and performs operator maintenance on 42 passenger motor coach, as well as truck or truck tractor with trailer or semi-trailer to haul cargo / linens. Both vehicles have a gross vehicle weight rating in excess of 32,000 lbs. Incumbent is required to operate gasoline or diesel-powered trucks and buses, some equipped with wheel chairlifts. Incumbent drives both 20and 42-passenger buses to transport the veteran patients on special outings. Incumbent drives a variety of vehicles, i.e., dump truck, buses, sedans, passenger vans, Station laundry truck, pick-up truck, etc. Incumbent is required to possess a Class 'A' CDL license.
- Responsible for the pick-up and delivery of linens, loading and unloading linen carts, unpacking and marking of linens. Incumbent may also transport patients / Dom members / residents to all outings requiring the use of motor coach. Loads and unloads wheelchair passengers using an electric wheelchair lift; Assists passengers, with special needs, on and off motor coach. Incumbent operates trucks with trailers, semi-trailers, buses, sedans, station wagons, ambulance, passenger vans and pickup trucks. Incumbent transports sick, injured or convalescent patients and is responsible for their comfort and safe conduct to destination. He/She loads and unloads the vehicle of equipment and ambulatory or wheelchair patients. Incumbent may perform messenger tasks and parcel pickup and may carry funds for purchase of items, medication, or medical supplies. Examples of duties which may be expected when not operating the vehicles described above are grass cutting, snow removal, road clean-up, general labor duties, etc., as directed by the Motor Vehicle Operator Supervisor.
- Coordinates and plans activities, as required, with other personnel and services to meet needs of patients and medical center. Maintains and monitors use of equipment in order to assure no cancellations of trips and safety of equipment; Communicates with other services (NES, Dom, Voluntary and Recreation, Environmental Management Service etc.) for information and needs necessary in order to conduct activities in a smooth and orderly manner. Incumbent keeps vehicle clean inside and out and checks and tops field levels prior to departures and upon returning.
- Selects the safest, most direct and legally allowed route to be followed and identifies alternative routes which may be used if emergency situations arise; Operates truck and trailer or semi-trailer and motor coach vehicle on interstate highways, winding roads and steep grades. Employee performs motor vehicle operator maintenance on a regular and recurring basis as an ancillary duty in support of MVO duties

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

- Without more than normal supervision
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The MVO normally exerts moderate physical effort in such activity as lifting and securing safety chains, tow bars, and hooks should making couplings between the vehicle and towed equipment become necessary. Considerable physical effort may be required to change tires and make limited emergency repairs, such as installing an emergency fan belt or replacing an electrical fuse. At times, physical effort may require more than normal effort in handling ambulatory patients, passengers, cargo and heavy equipment attachments.
Working Conditions: The MVO works outside in all kinds of weather, and inside in areas that may be dusty, drafty, and noisy. The equipment, tools, and tasks involved frequently require extreme care and the use of safety gloves, ear plugs, safety glasses, or respirators to avoid severe injuries. Under emergency conditions, the operator may be required to work overtime, or be called back for snow removal; Incumbent may be exposed to long periods of hot sun, dust, bad weather, and severe jolting. Incumbent is exposed to dirt and fumes, and to the possibility of cuts, bruises, broken bones or even loss of a life as a result of accidents while driving; Operates semi-trailer, motor coach bus, and other vehicles in all types of traffic and weather. The MVO drives authorized vehicles in all types of traffic and weather on the installation as well as public roads. The driver is exposed to the danger of serious accidents. Driving in heavy traffic and at highway speeds over complicated road and interchange systems is required.
