Duties

  • Through subordinate activity managers, is responsible for the overall management and direction of the Directorate, Morale Welfare and Recreation (DMWR) Support Division at a small/medium garrison
  • Directs and develops finance and accounting operations through various services to include receipt of, distribution of, and accounting for NAF. Maintains accounts showing status of installation allotments, assets, and liabilities.
  • Reviews and evaluates progress of program plans to determine whether overall objectives are being accomplished economically with reference to budget and manpower.
  • Develops the most effective and acceptable approaches and meets with other program/activity managers and others to gain their concurrence and support and to develop innovative joint programs and activities.
  • Serves on a variety of activity councils to keep informed of operations and/or to coordinate programs and requirements. Performs other duties as assigned.

Qualifications

Standard Qualifications:
  • Work Experience directing one or more DMWR Support Management programs for a garrison, or similar civilian community, for at least one (1) year.
Highly Qualified:
  • Possess a minimum of one (1) year experience working with Non-Appropriated Fund Category A, B, C, K and Y financial transactions to include APF/UFM resources.
  • Possess a minimum of one (1) year experience applying the Army Regulation 215-1 for operational decision making

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest.
Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives will not be paid.
Non-Foreign Overseas Allowances
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
