Summary

This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Natural Resources Conservation Service (NRCS). This position is responsible for technical and financial assistance to landowners and operators for implementation of natural resources conservation practices.

Duties

  • Provides training, guidance, and technical oversight relative to administration of the producer level financial and technical assistance provisions of the Farm Bill.
  • Establishes and maintains working relationships with other Federal, state, local and private agencies, groups, and individuals at the field and area level.
  • Reviews and monitors partnership cooperative and/or contribution agreements as well as other competitive technical assistance contracts.
  • Analyzes and evaluates diverse environmental conditions and proposed natural resources management actions changing habitat conditions, and/or inspecting activities for conformance with standards and compliance with regulatory requirements.
  • Supports field staff by applying established Field Office operational procedures to carry out management, operational, monitoring, and training activities required to achieve conservation goals.
  • Provides leadership and guidance in applying planning processes, guidelines, procedures, and policies to support state level specialists in developing and reviewing complex plans and reports.
  • Provides timely and professional customer service by responding to inquiries, coordinating with internal and external partners, and contributing to team based tasks to support efficient office operations.
  • Assists the field and state office staff to market Farm Bill programs throughout the state.

  • Requires field work in areas where bears and other dangerous wildlife are common. Passing a course in bear safety and firearms handling skills on an annual basis and the legal ability to carry a firearm, are required for this position.

Basic Requirement: GS-0401/0457:

BASIC REQUIREMENT FOR 0401:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;

OR

Combination of Education and Experience: Courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related discipline that includes at least 24 semester hours in one or more of the disciplines shown above, plus appropriate experience or education comparable to a 4-year degree.

Basic Education Requirement For 0457:
Degree: Soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science;

OR

Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education comparable to a 4-year degree. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education listed below.

Specialized Experience Requirement

Specialized Experience for the GS-09 level: To qualify for the GS-9 grade level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service demonstrating experience and knowledge of the application of the principles, concepts and methodology associated with natural resources. For this position specialized experience includes:

  • Assisting in carrying out policies and procedures in resource conservation planning, contracting, and conservation management systems implementation;
  • Developing soil, water, and resource conservation plans for landowners, conservation groups, and/or units of local government
OR

Substitution of education in lieu of specialized experience for the GS-09 level: Possess 2 year(s) of progressively higher-level graduate educationleading to a master's degree or master's or equivalent graduate degree in soil conservation or a related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering.

OR

Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

Specialized Experience for the GS-11 level: To qualify for the GS-11 grade level, you must possess at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service, or comparable experience not gained through federal service. This experience must include knowledge of the principles and theories of soil and water conservation and related sciences such as biology, agronomy, and forestry, in identifying conservation related problems. For this position, specialized experience includes:
  • Providing technical guidance and assistance to groups and individuals on topics such as soil interpretations, erosion control measures, pest and invasive species control, water quality improvements, livestock management, wildlife habitat, and forest management;
  • Preparing conservation or resource management plans and providing financial or implementation assistance;
  • Communicating and sharing general information and explaining issues related to natural resource conservation, problems, and solutions to landowners, residents, and land managers.
OR

Substitution of education in lieu of specialized experience: For the GS-11 level: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering.

OR

Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.

Drug Testing: This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

Additional information

Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

COLA: In addition to salary, compensation also includes a Cost-of-Living Allowance (COLA). COLA is not subject to Federal Income tax & is not calculated as salary for retirement. Time Limited Assignment: If your current permanent place of residence is not Alaska, your initial tour of duty may be up to 3 years. You may serve additional years, not to exceed 5 years in total, with agency approval. At the completion of the time limited assignment, you will be returned to a position in the agency within the same geographic location that you left (where possible) and have guaranteed rights to a position of grade equivalency. Guaranteed return rights are forfeited after 5 years.

Telework: This position is eligible for telework as determined by the agency policy.

Incentives: Recruitment and/or relocation incentives may be authorized.

Physical Demands: During the late fall and some winter months, the work is mostly sedentary with periodic field work in remote areas that may require long hours and physical exertion in wet, extreme cold, and/or harsh conditions. Field work in spring, summer, and early fall months may include physical exertion in harsh weather conditions and remote areas. Staff need to be self-reliant for personal safety and assisting with the safety of others while in the field, including defending themselves and/or others against wild animals. Travel methods can include small plane, helicopter, ATVs, snowmachines, and lengthy travel on foot in rugged terrain, sometimes with multiple travel methods in a single day. Staff need to be able and willing to be positive and productive in adverse working conditions, including where lodging and other accommodations are inconvenient, substandard, or maybe even nonexistent.

Work Environment: Performs duties in a variety of areas with adverse conditions. The work environment will vary from an office setting to remote project sites in Alaska. The work involves regular and recurrent exposure to heavy equipment operations, adverse weather such as wet, snowy, icy, dusty, and very cold field conditions. Many projects will be in rural areas with the only means of access by aircraft or boat. Protective equipment is often necessary. Potentially dangerous wild animals may be encountered. Some remote projects may require camping or lodging in substandard accommodations. Frequent and recurring travel is required in this position. Travel may be by unconventional means such as helicopter, small aircraft, or riverboat. Travel by boat, fixed wing aircraft, helicopter, ATV, and snowmobile are all used as means of transportation for prosecuting the duties of the position. Remote areas require a high degree of knowledge of survival safety techniques for arctic and subarctic climates. Use of firearms for protection from bears is required and firearms certification is required as a condition of appointment.
