Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.
This is an Air Reserve Technician (ART) Officer position located at 22 AIR FORCE AF, with the military rank of O-5/Lt Colonel, AFSC: 012M4B. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.

Serve as F-15E Flying Training Unit (FTU) Instructor navigator/WSO/CSO/pilot, examiner, and Standardization Evaluation Examiner.

Responsible for aircraft qualification and requalification, instrument flight and tactical/airlift mission training of assigned or attached navigators/WSO/CSOs/pilots. Perform duties of navigator/WSO/CSO/pilot to accomplish assigned missions and review mission tasking, intelligence, and weather information.

Participate in mission planning, preparation and filing of flight plan, and crew briefing and ensure aircraft is pre-flighted, inspected, loaded, equipped, and manned for mission. Navigate aircraft to accomplish assigned mission, operate available navigation systems and conduct training of crewmembers.

Interview navigator Weapons Systems Officer (WSO)/Combat Systems Officers (CSO) and pilot assigned or attached to determine backgrounds and training in various types of aircraft, especially in the type of aircraft assigned to the unit. Schedule navigator/WSO/CSOs and pilot as to type, phase and degree of flying training required for extra flying hours as necessary.

Conduct a continuous and aggressive flying safety program and maintains a complete file on flying safety matters for the education of all assigned aircrew. Expert knowledge and mastery of higher level tactical and technical skills in rapidly changing environments.

  • This position is subject to provision of the DoD Priority Placement Program
  • This is a designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC.
  • Retired military are usually ineligible for membership in the Air Force Reserve. Retired military personnel who have active Air Force Reserve assignments may apply provided they show assignment (position and unit) on their application.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • A 25% recruitment and relocation bonus may be authorized. Completion of a 2-year service agreement will be required.
  • This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements.

  • Must be a qualified instructor/evaluator and aircrew member on flying status in unit to which attached.
  • The regular assignments are ART duties, however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
  • May be required to travel in military and commercial aircraft to perform temporary duty assignments.
  • Must attain and maintain currency at the appropriate crew qualification level in the unitVs assigned aircraft.

Qualifications

Applicants must meet the flying hours requirement below, qualify for a USAF Navigator or Combat Systems Officer Rating, be an undergraduate navigator trainee (UNT) graduate, and be currently qualified (within the last 8 years) as a Navigator (Instructor).

Flying Hours Required:
Navigator (Instructor), GS-13
Must have been awarded or qualify for a USAF Navigator or Combat Systems Officer rating and hold a valid aviation service aeronautical order. Minimum of 1,000 total Military Flight Time and Instructor qualified in unit aircraft.

CERTIFICATION: Must have been awarded or qualify for a Pilot or Navigator or Combat Systems Officer rating and hold a valid aviation service aeronautical order, be Instructor qualified in unit Mission Design Series (MDS), and have actively flown military aircraft within the past eight (8) years. NOTE:You must submit an AFTAR 209 or any official flying hour report and any official document that shows date received aviation service aeronautical order before your entrance on duty date. FAILURE TO DO SO WILL RESULT IN AN INELIGBILE RATING.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of and skill in the application of rated aviator expertise, as either a pilot or navigator is required.
2. Knowledge of flying operations, command center communications, intelligence procedures, aeromedical evacuation, and current operations which include worldwide deployment of aircraft, and the relationships of the various Air Force Reserve entities, other MAJCOMs and Air Force in overall planning and execution of military operations and evaluations.
2. Ability to analyze, plan, organize, direct flight operations functions and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
3. Knowledge of operating principles, techniques for employment, and characteristics of major aircraft systems and their controls, panels, and indicators, systems, and equipment in accomplishing functions in aerial refueling, loading and off-loading, or flight engineering operations of unit-assigned aircraft and knowledge of safety and security regulations, practices, and procedures.
4. Knowledge of aircraft capabilities, limitations, weight and balance factors to provide the optimum center of gravity throughout the flight and procedures for preparing cargo for loading, unloading, and aerial delivery missions.
5. Knowledge of the interrelationships among aircraft systems and skill in analyzing operating conditions, diagnosing problems, determining alternate procedures and/or initiating corrective actions, and reporting detailed symptoms and conditions in terms of flight safety.
6. Ability to communicate effectively, orally and in writing.

WORK ENVIRONMENT:
Work is typically performed in an adequately lighted and climate-controlled office. The employee performs administrative work related to flight operations and is performed in an office setting which is adequately ventilated, heated, and lighted, and which requires normal safety precautions, e. g., safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signs, etc. when traveling in POV or government owned vehicles. Work will also require travel on a temporary basis for conferences in various areas of the world.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS:
The work is primarily sedentary, although some slight physical effort may be required. The incumbent performs work as a staff specialist but also as required, flies as an instructor/evaluator in unit aircraft. This work may expose the incumbent to gravity forces of three to seven depending on the aircraft to which assigned as well as the typical risks or discomforts involved in flying any aircraft through combat maneuvers, night aerial refueling, low level flying and other tactics.

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
