Duties

INTRODUCTION:

Incumbent serves as the Navy Family Liaison and Information & Referral Specialist for Family Readiness Program, Personal and Professional Development (P&PD), Marine and Family Programs, Marine Corps Community Services (MCCS), 

Iwakuni Japan. 

The position reports directly to the

Family Readiness Program Manager

.  The Navy Family Liaison Specialist works closely with Navy commands and Ombudsmen to coordinate and promote awareness of the installation-wide support that is available to all servicemembers and families aboard Marine Corps Air Station, Iwakuni Japan.  Serves as Subject Matter Expert for the Navy Family Ombudsman Program and supports its mission to aid Sailors and their family members in their responsibility to attain and maintain personal and family readiness by providing command outreach and assistance.  Support to families shall encompass Sailors, spouses, children, and designated parents/extended family members of Sailors.

SUMMARY OF DUTIES: 

Acts as Navy Family Liaison in collaboration with Marine and Family Programs, providing active outreach to Navy Sailors and their dependents to enhance awareness of MCCS family programs, services and resources available to USN personnel aboard MCAS Iwakuni.

Establishes, develops, implements, monitors and coordinates work and family life services and activities, to include Information, Referral & Relocation (IRR) services.  Utilizes HQMC approved needs assessments to ensure local services are adjusted to accommodate the trends and concerns of Sailors and their families.  Follows current Ombudsman Coordinator Desk Guide and applicable OPNAV instructions and directives.

Establishes and maintains relationship with installation Ombudsmen, Navy unit commanders, and other resources that support Marine & Family Programs and MCCS.  Provides routine updates to Navy unit commanders regarding the Ombudsman program and MCCS program resources. 

Serves as a training resource to Command Support Teams, Ombudsmen Assembly, Sailors, families, and Ombudsmen.  Maintains an effective communications network among MCCS, chaplains, commands, and community support organizations, to facilitate best utilization of education resources.  Facilitates the marketing of course offering to achieve maximum attendance/participation.

Assists Navy tenant commands in coordinating, planning, and executing training in support of the entire spectrum of pre-deployment, deployment, and post-deployment phases. Leveraging suitable MCCS training and instructors to the maximum extent practical, ensures that training is available to suit Navy tenant commands' needs.  Reference Commander, Navy Installations Command (CNIC) Deployment Support Handbook and Fleet and Family Support Center (FFSC) training resources to identify and provide any additional training that is not readily available from MCCS.  May be requested to provide occasional training onboard US Navy Vessels in support of reintegration from deployment, involving long hours and austere living conditions.  Additionally, may be requested to work flexible hours on rare occasions in support of evening or weekend trainings.  Coordinates and/or conducts Ombudsman Basic Training (OBT) and Ombudsman Advanced Training in support of the Navy Family Ombudsman Program.

MINIMUM QUALIFICATIONS:

1. Bachelor's Degree from an accredited college or university in a related field appropriate to the work of the position AND two years of experience as a Navy Ombudsman OR 
an appropriate combination of education and experience that demonstrates possession of knowledge and skills equivalent to that gained in the above OR 
appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.

2. Demonstrated skill to independently train, review, and analyze effectiveness of training. 

3. Must be able to train curriculum which do not require professional licensure but may require specialized education and/or experience including teaching, facilitating educationally based groups or programs, administrative functions, or providing generally available information to groups or individuals. 

4. This position requires a competent public speaker with strong interpersonal skills.  Must be able to effectively communicate with large and small audiences, both orally and in writing.

5. Ability to develop quality training.

6. Ability to maintain effective communication and working relationships with all levels of employees and command, both inside and outside the organization.

7. Knowledge of military structure and protocol.

8. Ability to exercise initiative in resolving problems, rendering decisions, and carrying out revisions to plans.

9. Ability to work effectively and respectfully with others, to facilitate and conduct meetings and to take charge and direct an event when necessary.

10. Knowledge of community resources for Marines, Sailors and their families.

11. Ability to analyze data and present logical conclusions and recommendations.

12. Skills in operating computer programs and applications to proficiently perform the duties of the position (Microsoft Word, Outlook, Excel, PowerPoint, Access, etc.). 

13. Must be able to travel in support of

P&PD 

functions.
