Summary

As a National Bank Examiner/Bank Examiner (Commercial Credit) you will conduct and assist in the supervision of banks' credit portfolios, in particular commercial real estate and commercial loans in national banks and thrifts. You may serve as a functional Examiner-in-Charge or as a commercial credit examiner resource in a larger, more complex banks.

Duties

As a National Bank Examiner/Bank Examiner (Commercial Credit), you will:

  • Evaluate the level of credit risk, and monitor and examine that risk as it relates to the bank's asset portfolio. Evaluate the control and management of risks inherent in credit activities, in particular commercial real estate activities, commercial lending, and assess the overall condition of those portfolios.
  • Performs supervisory activities in institutions, as a national bank examiner with credit expertise in various types of specialized lending, such as, but not limited to commercial real estate, commercial and industrial, asset based etc.
  • Plan, coordinate, and monitor credit supervisory activities, including assessing risk, developing supervisory strategies, determining the scope of supervisory activities, managing teams of assisting personnel, preparing reports of activities, and developing responses to address risks.
  • Contribute to and support higher-level efforts to motivate, mentor, and influence colleagues and subordinates in self-development, knowledge acquisition, and continuous enhancement of performance.
  • Conduct or participate in discussions with bank management on findings and recommendations. Prepare communications to foster positive changes within the institution.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

  1. Noncriminal Justice Applicant's Privacy Rights, for those who undergo an FBI fingerprint-based criminal history record check for personnel vetting, which includes Rap Back,
  2. FD-258 Privacy Act Statement - FBI (this is the same statement used when your fingerprints are submitted as part of your background investigation), and
  3. SEAD-3-Reporting-U.pdf (dni.gov), (applicable to those who hold a sensitive position or have eligibility for access to classified information).
  • Complete a one-year trial period (unless already completed).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Travel overnight or locally on a frequent basis.
  • Obtain and use a Government-issued charge card for business-related travel.
  • Successfully complete a background investigation that includes criminal history, financial history (including a credit check) and other information.
  • File an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements by the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV band level or GS-11 Grade Level. Examples of specialized experience for this position include:

  • Examining or auditing the credit risk of commercial loans in financial institutions; OR
  • Examining or auditing commercial credit activities in financial institutions.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

  • This is not an entry-level or developmental position. This position is at the full-performance level.
  • This position does not offer a remote work schedule. Selectee(s) for this position will be expected to relocate at their own expense if they do not live within a commutable distance of locations advertised. Commutable distance is typically considered to be an area from which you may be expected to travel back and forth up to daily to work. Relocation expenses WILL NOT be reimbursed.
  • This position may include travel up to 50% in support of the needs across the supervision portfolio.
