As a Credit Union Examiner (National Credit Union Examiner), you will:

  • Manage an assigned district of complex credit unions by planning and performing supervision and examination activities to fulfill program objectives and by handling administrative activities associated with the district, i.e., call reports, etc.
  • Identify areas of concern, risk, inefficiencies, and violations of laws and regulations.
  • Utilize discussion information to prepare final written reports on examination findings, which includes an appropriate analysis of the credit union's current and potential financial condition, management's ability to identify significant risks, and the agreements reached for corrective action.
  • Complete examinations within designated timeframes and uploads examination findings to the ONES office.
  • Serve as the examiner-in-charge, examine complex credit unions requiring a team examination including those credit unions having complex investments, operations, or other financial or operational problems.
  • Coordinate, monitor and facilitate the smooth completion of the examination by delegating areas of responsibility, planning the overall examination and combining the findings submitted by other team members with own findings and team decisions.
  • Supervise high-risk credit unions; work with other NCUA staff and state supervisory authorities in designing specially tailored actions, including ongoing offsite monitoring, resulting in correction of operational, management, and/or financial difficulties in credit unions.
  • Maintain frequent contacts with credit union officials; participate in educational programs for NCUA staff, credit union officials, or other parties as instructor or speaker; and report to a supervisor on contacts with credit unions, especially for unusual or potentially critical situations.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

All applicants applying for the CU-13 level must have at least one full year of specialized experience equivalent to the CU/GS-12 level in the federal service (obtained in either the public or private sectors).

Specialized experience for this position is defined as experience:
(1) examining the overall safety and soundness of credit unions or other federally insured depository institutions; with assets larger than $250 million; and
(2) analyzing financial statements and statistical reports to identify trends in federally insured depository institutions; and
(3) serving as a subject matter examiner in specialized lending, consumer compliance, information systems technology, internal controls/recordkeeping, capital markets or electronic payment systems; and
(4) negotiating findings with credit union or other federally insured depository institution management.

All applicants applying for the CU-14 level must have at least one full year of specialized experience equivalent to the CU/GS-13 level obtained in the federal service (obtained in either the public or private sectors).

Specialized experience for this position is defined as experience:
(1) leading a team of examiners or specialists in the examination of critical and problem case credit unions or federally insured depository institutions with CAMEL ratings of 3, 4, or 5, or those in danger of failure due to deteriorating financial conditions; and
(2) analyzing financial statements and statistical reports to identify trends in federally insured depository institutions' financial data; and
(3) determining the soundness of risk management processes of credit unions or other federally insured depository institutions; and
(4) negotiating with officials and management of credit unions or other federally insured depository institutions to ensure corrective or administrative actions are implemented to sustain the viability of the institution.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy.

The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of 16.32% for the Rest of the U.S. (RUS) geographical area. Actual salary will be determined upon the location of the selectee and the applicable locality pay, per the NCUA's CU pay table, will be applied. The locality rates, by location, can be found on the NCUA Careers webpage under the Salary Information section.
