Summary

The Cyber Threat Intelligence Integration Center (CTIIC) is the DNI's Intelligence Community (IC) lead for cyber intelligence issues. CTIIC is responsible for integrating IC collection and analysis on cyber intelligence issues, and for coordinating and supporting the IC in providing accurate, timely, comprehensive support to national policy and decision makers.

Major Duties and Responsibilities:

Job Summary -

This is a Senior Executive position in ODNI's Cyber Threat Intelligence Integration Center (CTIIC), which leads the IC's integration of cyber threat intelligence to support U.S. national interests, engages in White House-driven national cyber policy and strategy processes, and fosters innovative partnerships between the public and private sectors.

CTIIC serves as the lead Federal agency for intelligence support to significant cyber incidents as specified under Presidential Policy Directive 41 (PPD 41) and National Security Memorandum 22 (NSM 22).

CTIIC was established and codified in a Presidential Memorandum issued on 25 February 2015 in response to the IC's lessons learned in responding to the 2014 cyber attack on Sony Pictures.

Additional Job Summary -

The National Intelligence Manager for Cyber (NIM for Cyber) serves as a senior cyber advisor to the Director of National Intelligence (DNI), the principal advisor to the President on intelligence matters.

The NIM represents ODNI at the Assistant Secretary level in the NSC-driven national security policy process and supports ODNI's engagements at the Deputies and Principals level.

The NIM engages with IC cyber leaders to shape and assess the IC's cyber strategy, successes, needs, and challenges.
The NIM also drives the integration of cyber collection and analysis across 18 IC agencies and shapes the alignment of IC resources to the cyber mission through the Intelligence Planning, Programming, Budgeting, and Evaluation System (IPPBE).

The NIM is supported by a high-impact, multi-disciplinary team that includes senior ODNI, IC, and military experts in intelligence, policy, and cyber threats.

The NIM also serves as a member of CTIIC's senior leadership team, determining the Center's priorities, missions, and international and private sector partnerships. In this capacity, the NIM collaborates with other ODNI elements, including other NIMs, the National Intelligence Officer for Cyber, the IC Chief Information Officer, and the National Counterintelligence and Security Center (NCSC) in shaping CTIIC's intelligence mission in coordination with the policy community.

The selected candidate will have a unique opportunity to shape how the IC cyber community is evolving to keep pace with the foreign cyber threat.

The NIM has the opportunity to shape integration within the IC; partnerships across the government, with allies, and the private sector; and how the IC embraces technology to collaborate at the speed and scale of the foreign threat. The selectee will exercise leadership at a strategic juncture.

Over the last decade, the cyber threat landscape has gradually evolved from one in which the primary threat was cyber espionage, usually involving theft of intellectual property, to one in which disruptive and destructive attacks against critical infrastructure are a real risk.

That doesn't mean the espionage threats have gone away, instead it means the landscape has become more complicated and more challenging from a defensive perspective.

The successful candidate will also shape how ODNI and the IC carry out their high-profile NSM-22 roles in advancing critical infrastructure resilience by providing cyber intelligence support to DHS, sector risk management agencies, and private sector owners and operators.

Toward this end, the candidate will engage in CTIIC's innovative initiatives aimed at strengthening the mechanisms for accessing external expertise to inform cyber policy and analysis. Examples include industry-analytic exchanges that bring together the IC and other government partners, critical infrastructure owners and operators, industry associations, original equipment manufacturers and cybersecurity experts.

Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture.

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

At least 20 years of experience in policy, all-source intelligence analysis, and cyber threat intelligence, including at least 10 years of IC experience.

Superior leadership at the senior executive level that drives innovation and results while delivering against competing priorities.

Expert knowledge of the IC cyber community and its roles, missions, and capabilities.

Superior ability through interpersonal skill, substantive expertise, and organizational acumen to build, sustain, and use sustain a broad professional network to influence key stakeholders, build consensus across organizational boundaries, and achieve collective pact.


Desired Requirements:

Experience in national-level cyber policy and strategy development and execution.

Experience in dealing with the White House and Congress on cyber issues.

Expert understanding of cyber, telecommunications, and cybersecurity technologies, although this position does not require a technical background.

Expert understanding of the Intelligence Planning, Programming, Budgeting, and Execution System.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
