To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Degree and License Waiting Period for Impending Graduates: The Hiring Manager/Selecting Official may elect to utilize an available flexibility wherein applicants who are currently enrolled and expected to complete the required education and obtain the required licensure within 9 months of applying, may be deemed tentatively qualified.
The eligibility date is established based on the date of application and not the closing date of the announcement or any cut-off date used for certificates of eligible candidates.
Applicants who have not completed their education requirements (but who are within the established timeframe for qualifying) must submit:
- Documentation from the educational institution's registrar, dean or other appropriate official that attests to the applicable timeframe for completion of the professional program/coursework, AND
- A copy of the most recent unofficial transcript
BASIC REQUIREMENTS:
Education:
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
AND
License: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate the education and/or work experience listed below for the specific grade level(s) you are applying to. Your work experience must be equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the type of work and/or tasks as stated for the grade level(s) you are applying to:
GS-5: Possess a Bachelor of Science degree in Nursing with no experience;
OR Possess a diploma or associate degree in professional nursing AND one full year of professional nursing experience. This experience includes:
observing and assessing patients' clinical conditions with the ability to identify and interpret serious situations, formulating a nursing diagnosis appropriate to patients' needs, setting up and operating general nursing equipment, administering medication, and documenting nursing activities regarding direct patient care.
GS-7: Possession of a bachelor's degree in Nursing and eligibility under the Superior Academic Achievement provision*;
OR Possession of a bachelor's degree in Nursing AND at least one full year of professional nursing experience (equivalent to the GS-5 grade level).Examples of experience include:
contributing to the development of a plan of care for assigned patients based on the nursing process, providing nursing interventions based on established plan of care and evaluating effectiveness, setting up and operating specialized equipment, and demonstrates nursing leadership in providing technical guidance and direction to other nursing personnel (such as Licensed Practical Nurses and Nursing Assistants);
OR Possession of a diploma or associate degree in professional nursing AND two full years of professional nursing experience (equivalent to theGS-5 grade level). Examples of experience include:
contributing to the development of a plan of care for assigned patients based on the nursing process, providing nursing interventions based on established plan of care and evaluating effectiveness, setting up and operating specialized equipment, and demonstrates nursing leadership in providing technical guidance and direction to other nursing personnel (such as Licensed Practical Nurses and Nursing Assistants);
OR Completion of at least one full year of graduate education in a professional nursing educational program.
GS-9: Possession of a master's degree in professional nursing;
OR
One full year of professional nursing experience (equivalent to the GS-7 grade level or above) and possession of a diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program. Examples of experience include:
providing nursing care that requires the full range of professional nursing proficiency from assessment of the needs of a wide variety of patient illnesses, through developing a plan of care, administering medication and operating special equipment, and initiating appropriate measures in emergency situations. Experience also includes demonstrating nursing leadership in providing technical guidance and direction to other Registered Nurses and nursing personnel.
*If claiming eligibility for Superior Academic Achievement, candidates must provide copies of transcripts (official or unofficial) must be included at the time of initial application. If unable to obtain transcripts, candidates must provide sufficient evidence to validate courses completed and credit hours earned. Eligibility is based on one of the following:
- Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision and based on completed courses.
- Grade-point average (G.P.A.) - Applicants must have a G.P.A. of: a.) 3.0 or higher out of a possible 4.0 (''B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b.) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
