Summary

The purpose of this position is to plan, coordinate, and evaluate clinical/administrative practices related to patient care to optimize improvement work for the inpatient health care delivery to pediatric/adult patients/their families with acute and chronic diseases and to improve continuity, quality and coordination of care and staff to meet hospital mission. This position is located in the Chinle Service Unit, Division of Nursing Service, Nursing Administration, Chinle, AZ

Acts as a Nurse Improvement Specialist for assigned unit. Teaches and serves as a resourceful person for inpatient nursing staff to conduct active panel management. Works with the Service Unit Performance Improvement Specialist to ensure compliance with Joint Commission and CMS standards. Interacts and collaborates with members of the multidisciplinary health care team and clinical improvement teams on an ongoing basis and participate for clinical decision making process, to optimized the roles of each care team members and to develop methods to monitor performance of nursing staff in their team roles and communicates performance of team members to supervisors of each unit. Provides performance improvement expertise and guidance to inpatient improvement teams to ensure that improvement teams utilize the model of improvement in alignment with service unit mission and goal that allows ideas of change, measures of success, action plans, and tests of change to spread improvements. Performs a full range of patient care duties and assesses medical legal implications for performing practice and activities to age-appropriate care. Maintains clinical competence and expertise in specialty area; provides skilled and comprehensive nursing care to patients, who because of the extensiveness and complexity of their condition, require frequent adaptation of the unusual nursing procedures; closely observes patient for conditions which may require emergency measures; exercises sound judgement in interpreting observations to the provider and initiating emergency measures. Participates in advance cardiac, trauma, pediatric and neonatal advance life support.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). BASIC REQUIREMENT(S):
Education - A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.
Licensure - For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Experience - The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing. Examples of specialized experience: providing planning, coordinating, and evaluating clinical and administrative practices related to patient care to optimize improvement for the inpatient health care.

Basic Requirements for the GS-11 (or equivalent) Grade Level
In addition to the above requirements, applicants must meet one of the following requirements:
  • Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or
  • At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program.
Basic Requirements for the GS-12 (or equivalent) Grade Level
In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level - Examples of Specialized Experience: Collaborate with member of multidisciplinary team in assessing, planning and evaluating health care for patients. Produce templates using database objects and understanding technical fields, planning, directing and improvement practices.

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.
