Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. After you begin your employment, your continued employment is contingent upon the outcome of a complete background investigation as determined by the sensitivity level of your position. Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
In order to qualify for this position, you must meet the Basic Requirements for a nurse position.
Education - This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Have successfully completed a graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program. (You must provide copy of transcripts with your resume). OR are currently enrolled in a professional nursing program and expect to complete the qualifying education within 9 months. (You must provide documentation from the professional program to support your expected completion date.)
Licensure - In order to qualify for this position, applicants must have passed the National Council Licensure Examination. In addition, must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. (You must provide a copy of your license and/or registration along with your resume).
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-07-Specialized experience: Record findings after administering tests and keep a careful log of patient's progress before and after Physician assessment; implement and maintain highest standards of evidence based clinical care; Provide comprehensive nursing care to patients where conditions and treatment are normally of a non-critical nurse; observe patient's condition, assesses nursing needs and provide require nursing care, administer prescribed oral medications, hypodermic injections and intravenous feeding; observe and record temperature, pulse, blood pressure, respiration data and effect of medication, prepare patient for tests, examinations and treatment, prepare and review records, laboratory sheets, direct the work of aides, assistants, LPNs and trainee nurses.
GS-09-Specialized experience: Assess the patient care needs; adjusts staff and collaborate with the Clinical Nurse Supervisor as necessary. Develop a plan of care for individual patients utilizing nursing diagnosis. Consult with primary care providers and other healthcare professionals on patients to coordinate diagnostic and therapeutic regimens for patients. Provide orientation to new employees. Participate and contribute to clinic Performance Improvement activities. Documents observations, nursing interventions, therapeutic measures administered and patient response to treatment or nursing care. Respond to all Code Blues. Evaluate professional growth and activities implemented to improve Nursing Services.
GS-10-Specialized experience: Perform initial diagnosis for minor or major problems of patient in outpatient clinic setting, referring to specific doctor for care and treatment; Provide comprehensive physician care to patients based on the physician's medical care plan and the physical, mental and emotional needs of the patient, administer oxygen, IV fluid, blood transfusions and prescribed oral, subcutaneous and intramuscular medications, manage nasal-pharyngeal and gastric suction as well as a variety of other drainage tubes, makes nursing care assignments to various skill levels of professional and non-professional personnel, prepare patient for surgical and/or diagnostic procedures, closely observes post-operative.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
