Summary

About the Position: This position is with the Defense Health Agency, at the US Naval Hospital on Camp Hansen Okinawa, Japan.

Locality pay does not apply in the overseas area.

Duties

  • Perform direct nursing care to clinic patients via telemedicine, virtual, and face-to-face care to include triage, procedures, nurse-managed protocols, and medication management.
  • Track patient's laboratory, radiology, and referral results to completion.
  • Initiate emergency care as needed and assembles, operates, and monitors specialized equipment.
  • Facilitate communication for the patient with other departments and their staff as required.
  • Collaborate with the clinic manager and/or other clinic leadership to identify lacking competency among team staff and assists with re-training as required.
  • Provide continuing education and training as appropriate for all levels of ancillary team staff and other nurses within assigned medical setting.

  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) incumbent is required to report to work or remain at work as scheduled.
  • This position requires Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross.
  • This position has a requirement to lift up to 25 lbs. in the regular performance of duties.
  • Position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
  • This position may require work on any day or shift, including night, weekends, holidays, or on an “on call” basis, necessary to meet mission requirements.
  • This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position requires Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross. Current Advanced Life Support or other advanced certification does not supersede BLS completion.
  • This position requires Advanced Cardiac Life Support (ACLS) training certification from, or in accordance with, the American Heart Association and American Red Cross. Current ACLS or other advanced certification does not supersede PALS completion.
  • This position requires Pediatric Advance Life Support (PALS) training certification from, or in accordance with, the American Heart Association and American Red Cross. Current ACLS or other advanced certification does not supersede PALS completion.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Nurse (Clinical):

Education: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).

Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.

Foreign Degree: Graduates of foreign nursing schools must have completed the Commission on Graduates of Foreign Nursing Schools Certification Program. The certification program consists of a credentials evaluation, the CGFNS Qualifying Exam, and evidence of passing one of the approved English Language Proficiency examinations. A copy of the CGFNS Certificate is required.

Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series as of September 27, 2017. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Education: A master's degree in professional nursing.

OR

Education/Experience: A diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program and possession of at least one full year of professional nursing experience (equivalent to the GS-7 grade level or above) which includes providing comprehensive nursing care to patients; assisting physicians with examinations, treatment or diagnostic procedures; counseling or educating patients and utilizing automated programs and information technology for coordination of care. Exemption: You are exempt from the qualification requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series as of September 27, 2017. You will be evaluated on the basis of your level of competency in the following areas:


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Education

Additional information

  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
  • For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
