Summary

This position is located with the Office of Information Technology. The primary purpose of this position is to evaluate and improve the utilization of information technology systems by clinical staff across the entire Indian Health Service. The incumbent will report to the Chief Medical Information Officer or designee.

Duties

Leadership in Nursing Informatics:

  • Convene and lead groups of Subject Matter Experts (SME) in nursing and other healthcare disciplines to identify best practices and achieve consensus for standardization of workflow design and configuration in existing and new health information systems.
  • Serve as liaison between the Office of Information Technology and select IHS Headquarters Offices and Divisions responsible for programmatic guidance of various disciplines including nursing, public health nursing, and community health aides/providers/representatives, to ensure that the data needs of these programs are considered in health information technology system selection and configuration.
  • Serve as a recognized expert and liaison in the subject area of clinical informatics and serves in a professional manner in performance of duties between IHS, Tribal, and Urban (I/T/U) users, state, local healthcare organizations, external and internal stakeholders and software development staff.

Health Information Technology Innovation:
  • Conduct market research, independently and in collaboration with appropriate Office of Information Technology and Program colleagues, on products and systems that may be useful in improving care and outcomes for IHS facilities and patients.
  • Evaluates and makes recommendations to support implementation and modification of planned or proposed software changes or administrative policies for clinical software.
  • Utilize expertise and independent judgment to select and develop methods to meet long-term objectives for new healthcare software applications.

Qualifications

BASIC REQUIREMENTS

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.


In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS

GS-13: One (1) year of specialized experience equivalent to at least the GS-12 grade level.

Examples of specialized experience at the GS-13 grade level
  • Working with nursing and other healthcare professionals to improve and optimize business processes to improve quality and efficiency.
  • Working with subject matter experts and information technology professionals to define requirements for health information technology system improvements.
  • Analyzing policy and regulations to determine impacts on and changes to clinical business processes.
  • Writing or updating policies and procedures to standardize clinical practice and improve care.
  • Measuring performance and outcomes to identify opportunities for improvement.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.
