DIRECT HIRE AUTHORITY JOB OPPORTUNITY ANNOUNCEMENT: These positions are eligible to be filled through Office of Personnel Management's delegated Direct Hire Authority (DHA). The Direct hire Authority has been authorized by the Homeland Security Act of 2002 and Part 337, subpart B. Title 5 of the Code of Federal Regulations (5 CFR). If filled utilizing DHA, the following is applicable: all applicants who meet the basic qualification requirements will be forwarded to the Selecting Official for consideration. The "rule of three" Veteran's preference and traditional rating and raking of applicants do not apply to the Direct Hire process. Indian Preference does apply.
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing.
Basic Requirements for the GS-7 (or equivalent) Grade Level: In addition to the above Basic Requirements, applicants must meet one of the following requirements:
- Possession of a bachelor's degree in Nursing and eligibility under the Superior Academic Achievement provision;
- Possession of a bachelor's degree in Nursing and at least one full year of professional nursing experience (equivalent to the GS-5 grade level);
- Possession of a diploma or associate degree in professional nursing and two full years of professional nursing experience; or-
- Completion of at least one full year of graduate education in a professional nursing educational program.-
Examples of specialized experience for GS-07: Assess and care for the nursing needs of OB patients and other types of patients as assigned; develop plans of care to meet the needs of assigned patients; recognize adverse signs and symptoms and reacting swiftly in urgent situations; basic knowledge of triaging patients.
Basic Requirements for the GS-9 (or equivalent) Grade Level: In addition to the above requirements, applicants must meet one of the following requirements:
- Possession of a master's degree in professional nursing; or
- At least one full year of professional nursing experience (equivalent to the GS-7 grade level or above) and possession of a diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program.
- Examples of specialized experience for GS-09: Planning, scheduling and providing comprehensive antepartum, intrapartum and postpartum nursing care for women and newborns in an Obstetrical Unit; and providing technical guidance to other registered nurses.
Basic Requirements for the GS-10 (or equivalent) Grade Level: In addition to the above requirements, applicants must meet one of the following requirements:
- At least one full year of professional nursing experience (equivalent to the GS-9 grade level)
- Examples of specialized experience for GS-10: Independently planning, scheduling and providing comprehensive antepartum, intrapartum and postpartum nursing care for women and newborns in an Obstetrical Unit; providing technical guidance to other registered nurses; and assigning tasks to and overseeing patient care administered by nursing personnel.
TIME IN GRADE: Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
