Summary

This National Guard position is for an OPERATIONS OFFICER, Position Description Number D2351000 and is part of the OH 123 Air Control Squadron, Ohio Air National Guard.

The purpose of this position is to plan, organize and direct the activities of the Battle Management Command and Control (BMC2) mission and Air Battle Manager (ABM) functions pertinent to the operational and performance characteristics of the assigned weapons system.

Duties

As an OPERATIONS OFFICER, GS-2101-13, you will perform the following duties:

1. Manages and directs the activities of the Control and Reporting Center (CRC) mission, Air Battle Management functions. Determines the Operations Branch goals that are the foundation for long and short range planning and execution of all programs. Develops objectives, direction, and guidance for the Operations functions and activities ensuring operational and organizational plans support the vision and goals of the Squadron Commander. Analyzes and plans funds, equipment, manpower, and facilities to ensure proper resourcing and utilization to meet the mission. Ensures goals are in consonance with unit's direction and local limitations. Considers factors such as current and future mission needs, political climate, environmental concerns, area demographics, and tactical training location availability. Plans the work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of the assignments, and the capabilities of employees. Provides employees with advice, counsel or instruction on both work and administrative matters. Maintains military and full-time strength through recruiting and retention programs. Oversees the accomplishment of the training program (DOT) and the mission training program (MTP). Develops squadron unit type code (UTC) training to satisfy established requirements and meets combat readiness objectives and Air Force contingency requirements. Ensures instructor personnel meet and maintain stringent certification and qualification standards. Ensures personnel are trained and exercised in wartime skills. Demonstrates mission capability through a series of extensive Air Force inspections. Ensures required records and documentation of programs are maintained. Maintains an effective leadership/career development program. Makes critical judgments and on-the-spot decisions regarding the safety of assigned personnel. Establishes channels of communication within the operations branch to keep personnel informed and provide feedback. Finds ways to improve or increase the quality of the work directed.

2. Performs required mission planning and staff operations work in scheduling, training, current operations, standards and evaluation, intelligence, weapons and tactics, chief of staff, combat readiness and exercises. Develops plans, policies and procedures and analyzes national defense guidance and objectives to create operational policies. Implements policy through development of plans and procedures to execute assigned weapons and Command and Control capabilities. Identifies training deficiencies and coordinates with National Guard Bureau for resolution.

3. Performs as Instructor/Evaluator and Standardization examiner for the Mission Commander (MCC) and/or Section Lead (SL) personnel and also qualified to instruct and evaluate Weapons Directors (WD) and Air Battle Manager (ABM). Plans, organizes and conducts ground training. Ensures training encompasses the full cycle of theory, formal classroom and actual positional practice on Air Battle Manager functions. Determines training requirements by analyzing unit training objectives, missions, combat readiness reports, flight examination reports and directives. Prepares local course outlines to include: operation of complex classified electronic radar and radio communications equipment, intelligence functions, basic mission crew duties and responsibilities; safety precautions, and mission procedures. Develops unit lesson plans in accordance with syllabus courseware. Implements instructional standards, training plans, tests, lesson plans, and other training materials. Identifies resource and funding requirements. Performs cost analysis, task analysis, and student load factor analysis. Selects media. Evaluates training program effectiveness. Leads or participates in process improvement teams to recommend improvements to instructional methods or processes. Participates in workshops and course reviews. Recommends course changes. Provides feedback on contractor courseware and instructional effectiveness. Schedules and conducts training for instructors and examiners on instructional methodology, student assessment and training techniques to develop instructor proficiency. Monitors and evaluates individual training accomplishments.

4. Performs other duties as assigned.

Ohio Air National Guard Membership is required.

Males born after 31 December 1959 must be registered for Selective Service.

Federal employment suitability as determined by a background investigation.

May be required to successfully complete a probationary period.

Participation in direct deposit is mandatory.

MILITARY REQUIREMENTS
:

Compatible military grade and assignment required within one year of the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the Ohio Air National Guard must be eligible for immediate membership. Other requirements:

1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

2. Must maintain a current Class 3 Flight Physical.

3. The employee will be required to obtain and maintain a security clearance.

Qualifications

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training routine and non-routine preflight, in-flight, post-flight, ground or command and control (C2) duties according to specific transportation functions. Receives, interprets, extracts, and disseminates relevant data for mission planning or execution. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Temporary Military Technicians will have their incentive terminated if their tour exceeds 179 days in a continuous 12-month period.***
