Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) Memorandum,
"Direct Hire Authority for Certain Personnel of the Department of Defense," June 23,2023.
As an OPERATIONS RESEARCH ANALYST at the GS-1515-13 level some of your typical work assignments may include:
- Area of study include DP3's household goods, non-temporary storage, privately-owned vehicle shipment, financial analysis, customer satisfaction surveys and management information systems.
- Collaborate with cross-functional teams and provide project management oversight for data-related initiatives, adhering to project goals, timelines, and deliverables related to data integration and analysis.
- Lead data integration efforts by merging diverse data sources into unified platforms for comprehensive analysis. Conduct data testing to ensure accuracy, quality, and reliability of datasets used for analysis and reporting.
- Utilize mathematical, statistical, and operations research techniques to troubleshoot, solve complex problems, and develop new solutions. Perform quantitative analysis to identify trends, forecast outcomes, and inform decision-making.
- Create technical reports, dashboards, and data visualizations using Microsoft Office Suites and DoD's Advananced software suite (Dataricks, IQuery, and Qlik) to query data, visualize trends and transform data into information for program monitoring and decision making.
- Prepare and present technical reports, information, and presentations on test results, business processes and project outcomes. Effectively brief leadership with strong oral and written communication skills essential for conveying complex data fluently and clearly.

Qualifications
You may qualify at the GS 13 level, if you fulfill the following qualifications:

- Performing research, reviews, and analysis, and conducting development studies of operational issues
- Determining sources of data, plans, and using advanced predictive analysis, data visualization, modeling, machine learning, and data science methods to validate study findings and conclusions
- Utilizing scientific inquiry in the independent development of mathematical models and computer programs to support assigned projects, and studies In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1515, series as listed below:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study.
