Duties

  • At the GS-12 and GS-13 Levels, you will perform developmental duties, as assigned. At the GS-14 Full Performance Level, you will perform the duties shown below.
  • You will lead comprehensive evaluations of Navy readiness, including the Operational Availability and Force Readiness Assessment, to support decision- making by senior Navy leadership regarding programming and budgeting of the requirements.
  • You will lead small and large ad hoc teams, drawn from within N8 and across the Navy staff, to perform ongoing analysis of all aspects of Navy readiness across warfighting mission areas, the delivery of forward presence, and the readiness.
  • You will design, develop, and adapt mathematical, statistical, econometric, and other scientific methods and techniques.
  • You will develop warfighting baselines, analyzing emerging issues and providing advice and insight about the probable effects of alternative solutions.
  • You will perform modeling and simulation, analyzes results, and formulates insights, conclusions, and recommendations to inform studies and analysis.
  • You will apply competence in the vigorous methods of scientific inquiry and analysis to design, develop, and adapt mathematical, statistical, econometric, and other scientific methods.
  • You will conduct operations research and analytical studies in support of assigned programs and concepts for future systems.
  • You will lead teams of analysts creating, designing, and implementing comprehensive and creative problem-solving solutions using advanced data analytics and operations analysis techniques.
  • You will serve as Navy representative, leading OPNAV analysis and managing research study administration projects and products based on senior competence in the rigorous methods of scientific inquiry and analysis.

Qualifications

There is a Basic Requirement for the 1515 Operations Research Analyst series in the Federal Government. See the "Education" section of this announcement for details.

FOR THE GS-13 LEVEL
In addition to meeting the Basic Requirement for 1515 position in the federal service your resume must demonstrate at least one year of specialized experience equivalent to the next lowest grade (GS-12) in the private or public sector performing Operations Research Analysis using the systematic examination and development of alternative courses of action to define and clarify the advantages and disadvantages of available choices to provide decision makers with sound, scientific, and quantitative information as a basis for making decisions, and performing the following:
1) Applying of a wide range of qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on programs and issues.
2) Designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques to execute major operational plans.
3) Applying advanced modeling and simulation techniques to solve complex optimization problems.
4) Participating in operational assessments of military or corporate requirements to develop operational and strategic level assessment products in support of Command or Corporate planning.
5) Developing and presenting both oral and written assessment findings to senior personnel.

FOR THE GS-12 LEVEL

Education

There is a Basic Requirement for the 1515 Operations Research Analyst series in the Federal Government. In order to meet the Basic Requirement, you must possess:
A Degree: in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Additional information

You will serve as an Operations Research Analyst with the Chief of Naval Operations, Vice Chief of Naval Operations (VCNO), and Deputy Chief of Naval Operations (DCNO) (Integration of Capabilities and Resources, N8). The Division provides advice to senior Navy leadership on all programmatic and policy issues and helps to structure the decision-making process by analyzing and evaluating the relative capabilities, effectiveness, costs and risks of alternative programs and proposals. The duty station is the Pentagon, Arlington, VA.

This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

This position is covered by the Department of Defense Priority Placement Program.
