Duties

DUTIES -GS-07-13

  • Responsible for leading the efforts in support of the Science and Technology, Research and Development and Innovation (STRDI) Strategy, Organization, Planning and Execution.
  • Utilizes scientific inquiry in the independent development and analysis of existing mathematical models and computer programs to support assigned campaigns, projects, studies, or problems.
  • Develops informational and engagement papers for Top 5/Senior Leader review in preparation for advanced technological capability presentations.

  • The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
  • This position is cyber coded under the DoD Cyberspace Workforce Framework. IAW DoDM 8140.03 the incumbent is required to achieve foundational and resident qualification requirements outlined for each work role at the assigned proficiency levels.
  • Foundational qualification within 9 months of assignment; resident qualification within 12 months of assignment. Employees may perform cyberspace workforce position duties while obtaining qualification requirements under the direct (continued below)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes experience in basic principles, concepts, and practices of operations research analysis to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures. Experience in mathematics and analysis to perform minor phases of a larger assignment and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

SPECIALIZED EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience of a wide range of complex methods and techniques used in operations research studies to recommend those suitable for producing explicit findings and discriminating evaluations. Experience and skill in applying and adapting standard approaches to gather, analyze, and evaluate information concerning complex processes, operations, or questions typified by conventional relationships.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience of NORAD and USNORTHCOM domain awareness, information dominance, and decision superiority of the DOD and Canadian DND regulations, policies, and processes guiding development, validation, and verification of military requirements and technology development of systems. Experience of one or more specialized areas of operation research sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): GS-1515-07-12 - Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

4. Ability to analyze, interpret, and apply operations research rules and procedures in a variety of situations and recommend solutions to senior analysts.
5. Ability to analyze problems, to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work and confer with co-workers effectively.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): GS-1515-13 - Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of domain awareness, information dominance, and decision superiority as it relates to the Homeland Defense mission.
2. Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities.
3. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. Skill to negotiate and/or defend findings and program support concepts.
4. Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques.
5. Knowledge of DOD and DND/CAF Research, Development, Test and Evaluation (RDT&E) policies, programs and organizations with emphasis on cultural courtesies and sensitivities. Skill in written and oral communications sufficient to prepare and present findings, recommendations, and briefings to senior leaders.
6. Ability to independently analyze and assess complex systems and operational requirements issues in an environment of uncertainty and continuous change, involving the legislation, authorities, policy, and scope of programs.
