- The employee may be required to work an uncommon tour of duty in support of training and exercise activities or military special operations; involving nights, weekends, or holidays. Overtime or compensatory time may be required. An alternate work schedule may be required.
- This position is emergency-essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent must continue to perform the E-E duties until relieved by proper authority. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent be removed from any military recall status.
- Key - "This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available."
- Upon selection, the employee must be extremely adept and creative at the incorporation and effective use of ASOT skills as they contribute to commander's objectives and end state in order to lead organizations and operational teams to achieve strategic ASOT effects and guarantee proper incorporation of AFSOC into the ASOT arena. As a senior advisor to AFSOC executive-level management, directs the integration of full-spectrum 3X capabilities required to build and grow unique AF Special Operation Forces capability on behalf of the agency.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes which includes Leading, managing, and executing Advanced Special Operations Techniques (ASOT) as a qualified Lvl-III and ASOT Manager Qualification is required. Knowledge and documentable experience working with 3X functions, AFSOC Special Tactics (ST), Personnel Recovery (PR) requirements and programs, Non-conventional Assisted Recovery (NAR) tasks, SOF Aviation-centric integration, and 3X special programs are necessary to integrate functions and tasks into all facets of AFSOC integration requirements. Mastery of numerous years of knowledge and experience as a ASOT Lvl-III and as an Advanced Special Operations Techniques (ASOT) Manager, and the ability to leverage and function abstract concepts and previous knowledge into a tangible AFSOC program. In-depth knowledge and experience in Advanced Special Operations Personnel Management System (ASOPMS) to meet training documentation and task integration is critical. Expert knowledge of USASOC, MARSOC, NAVSPECWARCOM, & AFSOC requirements, obligations, goals and priorities to ensure ASOT program development and policy formulation is in accordance with the Commander's guidance, and to ensure that coordination of a myriad of related actions is in accordance with command guidance. Effectively integrates broad ASOT, 3X, and Personnel Recovery subject matter expertise to achieve commander's intent and strategic effects.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of requirements sufficient to plan, direct, coordinate, and evaluate diverse Advanced Special Operations Techniques (ASOT) that support joint planning integration for Declared Theater Active Armed Conflict (DTAAC) problem sets.
2. Mastery of ASOT [Level III] training methodologies including expert knowledge of ASOT and the missions and functions of Special Tactics and select mission contributors to integrate functions and tasks involved with all facets of Special Operations Forces (SOF) in the joint defense operations arena.
3. In-depth knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same.
4. Skill to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as mission and flight operations, military exercise, special operations and related administrative programs such as PPBES, acquisition, and workforce development and training.
5. Skill to plan and conduct comprehensive studies; and prepare solutions to especially broad, important, and severe military operational and contingency areas.
6. Advanced skill to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Skill to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
